<br /> At a Regular Meeting of the City Council on Tuesday, January 9, 2001,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Deputy City Manager C. W. McCoy, City Attorney Timothy Oksman.

<br /> Councilman Charles B. Whitehurst opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on December 11, 2000, a Called Meeting of December 12, 2000, a
<br />Regular Meeting of December 12, 2000, a Called Meeting of December 19, 2000, and a
<br />Called Meeting on January 2, 2001, and was adopted by unanimous vote.

<br />00 - 12 - Presentations:

<br />Proclamation presented to the Portsmouth Intercity Athletic Association (PIAA) Lions
<br />for "PIAA Lions Day".
<br />
<br />Proclamation presented to the Olive Branch Bulldogs Football Team for "Olive
<br />Branch Bulldogs Day".
<br />
<br />Proclamation presented to Aurora Scott for "Aurora Scott Day".

<br />01 - 13 - Motion to appoint April L. Babb as a Deputy City Clerk.
<br />
<br /> Motion by Mr. Benn, and second by Mr. Whitehurst, to appoint April L. Babb as a
<br />Deputy City Clerk, and was adopted by the following vote:

<br />Nays: None

<br />- Public Hearing -
<br />
<br />01 - 14 - Public hearing on the Transportation District Commission of Hampton Roads
<br />(TDCHR) proposed changes to its fares in order to create a unified and simplified fare
<br />structure that is the same throughout the Hampton Roads region.
<br />
<br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of unified fare
<br /> structure.
<br />
<br />01 - 15 - Public hearing on a rezoning, use permit, code amendment and street closure
<br />applications:

<br />
<br />HIGHLAND BILTMORE NEIGHBORHOOD Danny Ramsey
<br />requests that property located at 106 Francis Street be rezoned
<br />from residential single-family RS-75 to residential multi-family
<br />RM-75 to construct townhouses.
<br />
<br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that Z-00-09 be denied, and was adopted
<br />by the following vote:
