<br />October 24. 2006 <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principles: Neighborhood and Community <br />Transformation and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. The Director of Museums will oversee the management and facilitation of the <br />grant. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. R. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A NON-STATE AGENCY GRANT IN THE AMOUNT OF <br />$300,000 FROM THE VIRGINIA GENERAL ASSEMBLY AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2006-2007 CAPITAL PROJECTS FUND BUDGET FOR <br />ARCHITECTURAL, LIGHTING, AND GRAPHIC DESIGN SERVICES FOR THE <br />CHILDREN'S MUSEUM EXPANSION." <br /> <br />Ayes: Moody, Heretick, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />06 - 490 - Adoption of an ordinance adopting a new Code for the City of Portsmouth, <br />Virginia; repealing certain ordinances not included in the new Code; maintaining in <br />effect certain other ordinances not included in the new Code; and establishing general <br />penalties for Code violations. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The current City Code was adopted In 1988 and has been supplemented 61 <br />times since its initial adoption. <br />. Over the years, provisions of the code have become outdated, confusing, and <br />inaccurate. <br />. The new code is the result of two years of efforts by members of City staff and <br />Municipal Code Corporation to review all provisions of the city code as to accuracy and <br />clarity and to recommend amendments and deletions to the Code. <br />. The only chapter not reviewed was Chapter 40, the zoning code, which is being <br />addressed separately. The provisions of the current zoning code remain in effect and <br />have been reprinted in the new code. <br /> <br />Discussion: <br />. The proposed new Code makes the city code more understandable and <br />accessible to its readers. Confusing, unnecessary, and inaccurate provisions have <br />been eliminated. A new Appendix A places all city fees in one location for easy access <br />and comparison. <br /> <br />Financial Impact: <br />. The cost of the recodification was $35,325. The only future financial impact will <br />be the cost of supplementation and replacement covers. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. The City Attorney and the City Clerk will coordinate future amendments to the <br />new Code. <br /> <br />Motion by Mr. Moody, and seconded by Mr. D.
