~ul¥ 27~ 1993 <br /> <br /> The program is designed to provide supervision, treatment <br />and rehabilitation services for non-violent, adult offenders. <br />The concept of C.D.i. is to allow offenders to be placed back <br />into the community in lieu of jail or penitentiary time. While <br />in the community, these individuals are strictly supervised and <br />must follow a rehabilitation/treatment plan. <br /> <br /> It is noteworthy to mention that the annual cost of <br />incarceration in a prison is approximately $18,000 a year. <br />However, through C.D.I., an offender can be supervised and given <br />tailored rehabilitation for approximately $4,200 per year. <br /> <br /> I, therefore, reconunend approval of the program and the <br />transfer of $122,300 from the Grants Contingency Account." <br /> <br /> Motion of Mr. Epperson, and seconded by Mr. Pitts, to <br />transfer $122,300 for the Community Diversion Incentive (C.D.I.) <br />Program, was adopted and by the following vote: <br /> <br />Ayes: Ctemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-297 - Letter from the City Manager recommending adoption of a <br />motion to transfer $100,770 from the Grants Contingency Account <br />for fire protection services. <br /> <br /> "The Fire Programs Fund provides funds to improve fire <br />service operations by making it possible to provide firefighters <br />with up-to-date safety equipment and training. The 1992 Fire <br />Program Fund allocation of $100,770, has been received, and <br />Chief Donald Newberry has recommended its use for fire services. <br />For exsanple, these funds will be used to update protective <br />clothing, breathing apparatus, and other firefighting equipment. <br /> <br /> I, therefore, recommend that $100,770 be transferred from <br />-the Grants Contingency Account to be used as indicated." <br /> <br /> Motion of Mr. Griffin, and seconded by Mr. King, to <br />transfer $100,770 for fire protection services, was adopted and <br />by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-298 - Letter from the City Manager recommending adoption of a <br />motion to transfer $91,411 from the Grants Contingency Account <br />for continuation of the Special Prosecutor appointed through the <br />Southside Association of Commonwealth's Attorneys (SACA). <br /> <br /> "The Southside Association of Commonwealth's Attorneys <br />(SACA) operating out of the office of our Commonwealth's <br />Attorney has been awarded a grant for continued funding <br />resources for the present program from the Department of <br />Criminal Justice Services. This grant award is for $91,411 <br />requires no City match. <br /> <br />and <br /> <br /> SACA is comprised of the Commonwealth's Attorney offices of <br />Portsmouth, Suffolk and Norfolk and is organized to prosecute <br />high level drug dealers operating within these cities. SACA has <br />appointed a Special Prosecutor who is designated a Special <br />Assistant United States Attorney for the purpose of prosecuting <br />major drug dealers in Federal Court. <br /> <br /> <br />
