The bids were very competitive <br />and favorable as a result of the current construction market <br />(see Attachment No. 1). A. Sheets <br />Mechanical General Contractor, the low bidders, and an <br />appropriation of $1,429,472. The Director also recommends <br />appropriation of $58,028 to Portsmouth Redevelopment and <br />Housing Authority (PR}IA) for theHousing Rehabilitation <br />Program. PRHA will use these funds to establish a loan program <br />to enable the Highland Biltmore homeowners to finance the cost <br />of their work. <br /> <br /> I, therefore, concur and recommend award of the contract <br />to the low bidders and appropriation of $1,487,500 from the <br />Public Utilities Capital Improvements Fund. With your approval <br />of this item, the balance in the Public Utilities Capital <br />Improvements Fund will be $2,079,223." <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Pitts, the <br />following ordinance was adopted and by the following vote: <br /> <br /> "AN OP~DINANCE TO APPROPRIATE $1,487,500.00 FROM THE PUBLIC <br />UTILITY CAPITAL IMPROVEMENTS FUND FOR PHASE I OF THE HIGHLAND <br />BILTMORE SEWER IMPROVEMENT PROJECT." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Epperson, to <br />award the contracts to the responsible low bidders, Precon <br />Construction Company and T. A.
