<br />September 26, 2006 <br /> <br />"RESOLUTION AUTHORIZING A MEMORANDUM OF INTENT WITH THE <br />PORTSMOUTH MUSEUMS FOUNDATION. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that: <br /> <br />1. The City Manager is hereby authorized and directed to execute and <br />deliver to the Portsmouth Museums Foundation a Memorandum of Intent with respect to <br />the raising of funds over a four-year period for the expansion of the Children's Museum. <br /> <br />2. The City Manager is further authorized and directed to take all such <br />actions as are reasonably necessary to perform and to effect the intent of said <br />Memorandum of Intent." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />06 - 435 - Adoption of a resolution supporting the naming of the portion of State Route <br />164, known as the Western Freeway, in honor of late Congressman Norman Sisisky. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Honorable Norman Sisisky (1927 -2001) was a Congressional <br />Representative from the forth Congressional District of Virginia. <br />. Congressman Sisisky was first elected to public office in 1973 as a Delegate to <br />the Virginia General Assembly, representing Petersburg, and served in five consecutive <br />terms to the General Assembly before being elected to Congress. <br />. Congressman Sisisky was a senior member of Congress whom was most <br />influential as a member of the House Armed Services Committee. He was a major <br />worker in breaking partisan divisions on many issues, including deficit reduction and <br />campaign finance reform. <br /> <br />Discussion: <br />. The Portsmouth Central Labor Council has requested that City Council direct a <br />Resolution and Proclamation to enter into official records a declaration that the section <br />of Interstate 1-164, commonly referred to as the "Western Freeway," be herein and after <br />known as the "Norman Sisisky Memorial Highway." <br />. Financial Impact: There is no direct financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. The Portsmouth Central Labor Council requested that such Resolution and <br />Proclamation be presented to Delegate Johnny Joannou, so that appropriate action can <br />be taken by the General Assembly to formally accept the Resolution and recognize the <br />proposed change. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION SUPPORTING THE NAMING OF THE PORTION OF STATE ROUTE <br />164 KNOWN AS THE WESTERN FREEWAY IN HONOR OF THE LATE <br />CONGRESSMAN NORMAN SISISKY. <br /> <br />WHEREAS, the late Norman Sisisky served with distinction as a United States <br />congressman until his death in 2001; and <br />
