Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />06 - 434 - Adoption of a resolution authorizing a Memorandum of Intent with the <br />Portsmouth Museums Foundation. Vision Principles: Neighborhood and Community <br />Transformation and Lifelong Learning Community. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />Background: <br />. This is the third Memorandum of Intent between the City Council of Portsmouth <br />and the Portsmouth Museums Foundation. The first was signed on February 28, 2001 <br />and the second on June 11, 2002. <br />. The Memorandum of Intent reflects the good faith understandings, agreements <br />and intentions of the parties on the matters encompassed in the memorandum and it is <br />the good faith intention of both parties to adhere to it, but it does not create any legal <br />duties, rights, powers or disabilities. <br /> <br />Discussion: <br />. The Foundation is a nonstick, nonprofit corporation that was formed, and that <br />continues to exist and operate, for the principal purpose of marshaling resources from <br />the private sector in support of the continued successful operation and growth of the <br />City's museums. To this end, it raises funds and participates in operational and <br />strategic planning for the City's museums. <br />. The Portsmouth Museums Foundation commits to raise the sum of not less that <br />$4,000,000 toward the cost of expansion of the Children's Museum of Virginia, including <br />exhibits and programming, over approximately the next four years (concluding <br />December 31, 2010). <br />. The city agrees to provide the funds needed for expansion and renovation of the <br />Children's Museum. <br />. Financial Impact: $100,000 in FY 2006-2007, $400,000 in FY 2007-2008, <br />$4,630,000 in FY 2008-2009 and $3,870,000 in FY 2009-2010. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution.
