<br />September 26, 2006 <br /> <br />WHEREAS, while Congressman Norman Sisisky was not a citizen of the City of <br />Portsmouth, he nevertheless represented the City in Washington with the interest and <br />dedication of a life-long resident; and <br /> <br />WHEREAS, the Portsmouth Central Labor Council of the AFL-CIO has proposed <br />that the portion of State Route 164, known as the Western Freeway, be officially <br />designated as the "Norman Sisisky Memorial Highway" and has requested that the City <br />Council support such action; and <br /> <br />WHEREAS, the City Council finds that this proposal is a fitting and lasting tribute <br />to a man who contributed in so many ways to the advancement and future of the City of <br />Portsmouth. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that the City Council expresses its enthusiastic support for the <br />designation of the Western Freeway as "Norman Sisisky Memorial Highway." <br /> <br />BE IT FURTHER RESOLVED that the City Clerk is directed to forward a copy of <br />this Resolution to each member of the Portsmouth delegation to the General Assembly <br />with a request that the delegation take the necessary steps to ensure creation of this <br />memorial to a true son of the Commonwealth of Virginia and friend to the citizens and <br />residents of the City of Portsmouth." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 436 - Adoption of a resolution urging the Governor and the Members of the General <br />Assembly to work in concert during the General Assembly's Special Session 1 on <br />Transportation, and to adopt legislation and appropriate funds that will provide <br />dedicated, long-term financial solutions for the Commonwealth's transportation needs. <br />Vision Principles: Bold New Directions, World Class Maritime Center, Neighborhood <br />and Community Transformation, A Robust and Prospering Economy, Lifelong Learning <br />Community, and Pride of Past Promise of Future. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition of this item. <br /> <br />Background: <br />. During the 2006 regular session of the General Assembly, no agreement could <br />be reached on how to address the transportation problems in Virginia. <br />. Since no consensus was met on the FY 2007-2009 Biennium Budget prior to <br />sine die, the General Assembly decided it would enter into Special Session 1 on <br />September 27-30, 2006. <br />. As part of the budget compromise, language and funding for transportation <br />(including highways and transit) was struck from the Budget Bill. Instead, a $339 <br />million, one-time General Fund allocation was set aside to be apportioned by consensus <br />at the Special Session 1. Should no agreement be reached, these funds will revert <br />back to the General Fund, where the Governor or the General Assembly can allocate <br />the money for other purposes. <br />
