Auqust 10, 1993 <br /> <br /> "An application has been filed with the Planning <br />Department by Portsmouth Redevelopment and Housing Authority <br />for the closure of a portion of Reed Avenue lying between the <br />southern line of Ballard Avenue (now closed) and extending 100 <br />feet, more or less, to the portion of Reed Avenue previously <br />closed by ordinance number 1963-14. The Notice of Application <br />and Request for Appointment of Viewers has been advertised. <br /> <br /> I, therefore, recommend the adoption of a resolution~ <br />appointing viewers for this application." <br /> <br /> Motion by Mr. King, and seconded by Mr. Griffin, to adopt <br />the following resolution and by the following vote: <br /> <br /> "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A <br />PORTION OF REED AVENUE LYING BETWEEN THE SOUTHERN LINE OF <br />BALLARD AVENUE (NOW CLOSED) AND THAT PORTION OF REED AVENUE <br />PREVIOUSLY CLOSED BY ORDINANCE NUMBER 1963-14. <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority <br />has made application to vacate, close and discontinue the <br />hereinafter-described street, and it appearing that Notice of <br />Application and request for appointment of viewers has been <br />advertised as required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that Roy Leinart, Simon P. Arrington, <br />Robert McCurdy, Lester B. Harrington, and Harry Fallon, be <br />appointed viewers and that James V. McGehee and Raymond Tweed <br />be appointed alternate viewers in the event one of the <br />preceding viewers fails to participate, said viewers to view <br />the hereinafter-described street and to report to this Council <br />in writing whether in their opinion, any, and if any what, <br />inconvenience would result in vacating and closing the <br />following: <br /> <br /> Ail that certain portion of Reed Avenue beginning at the <br />southern line of Ballard Avenue (now closed) and extending 100 <br />feet, more or less, to the portion of Reed Avenue previously <br />closed by ordinance 1963-14." <br /> <br />Ayes: Clemons, Epperson, Griffin, King, Pitts, Webb <br />Nays: None <br /> <br /> 93-314 - Letter from the City Manager recommending <br />adoption of a resolution supporting a "talking highway" project <br />along the entire length of U. S. Route 58 in Virginia, which <br />passes through Portsmouth. <br /> <br /> "Recent Federal legislation created a Transportation <br />Enhancement Program which is administered here by the Virginia <br />Department of Transportation. Ten percent of each State's <br />Surface Transportation Program funding is set aside for <br />enhancement, and in Virginia that amounts to about $7 million <br />per year. A requirement for enhancement funding is that <br />improvements to transportation projects should be aesthetically <br />pleasing or create a quality of life benefit. Eligible <br />categories include provision of facilities for bicycles and <br />pedestrians, scenic or historic highway programs, landscaping <br />or beautification, historic preservation, mitigation of <br />pollution due to highway rUn-off, and other similar types of <br />transportation related projects. Portsmouth is pursuing <br />funding under this program for pedestrian access to our <br />proposed new ferry dock, and this project has received regional <br />support through the Metropolitan Planning Organization. <br /> <br /> <br />
