(b) An Ordinance to "public vehicles." t53 Auqust 10, 1993 to revise the business license from "taxicabs" Motion by Mr. King, and seconded by Mr. Pitts, following ordinance and by the following vote: to adopt the "AN ORDINANCE TO AMEND CHAPTER 20 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTION 20-78(B) THEREOF PERTAINING TO LICENSE TAXES ON CERTAIN PERSONAL SERVICES." Ayes: Clemons, Epperson, Griffin, King, Pitts, Webb Nays: None 93-312 - Letter from the City Manager recommending adoption of a resolution authorizing the appointment of viewers for a requested closure of Broadway Street in the West Norfolk area. .'An application has been filed with the Planning Department for the closure of that portion of Broadway Street, in the West Norfolk area, lying between the right-of-way of Lombardy Avenue on the west, and the right-of-way of 1-164 to the east. The Notice of Application and Request for Appointment of Viewers has been advertised. I, therefore, recommend the adoption of a resolution appointing viewers for this application." Motion by Mr. King, and seconded by Mr. Clemons, to adopt the following resolution and by the following vote: "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF BROADWAY STREET AS BOUNDED BY LOMBARDY AVENDE AND VIRGINIA ROUTE 164. WHEREAS, Boris O. Taran has made application to vacate, close and discontinue the hereinafter-described street, and it appearing that Notice of Application and Request for Appointment of Viewers has been advertised as required by law. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Vincent T. Cherry, Purvis H. Richardson, George E. Eason, Otis Gene Baldwin and Carrie J. Byrum be appointed viewers and that Maupin C. L. Bailey and James Vick be appointed alternate viewers in the event one of the preceding viewers fails to participate, said viewers to view the hereinafter-described street and to report to this Council in writing whether in their opinion, any, and if any what, inconvenience would result in vacating and closing the following: A portion of unimproved Broadway Street, as shown on Plate 703 of the records of the City Assessor for the City of Portsmouth, and bounded by Lombardy Avenue on the west; the western boundary of the right-of-way of VA Route 164 on the east; and lying between a lot fronting Lombardy Avenue on the south, and a lot fronting an unimproved section of Lombardy Avenue on the north."
