155 Auqust 10, 1993 I recently received a request from the Virginia Museum of Natural History in Martinsville for support of a "talking highway" project along the entire length of U.S. Route 58 in Virginia, including the section which passes through Portsmouth. This would involve the creation of Travelers Information Stations which would provide information on natural and historic resources on the Route 58 corridor. Information would be broadcast from the stations and could be received on automobile radios. The Museum is asking for support from the Route 58 localities in the form of a resolution. The total cost of the project is estimated at $560,000, and the required 20% match would be paid by the Museum and by other State agencies. No local City match would be required. Since this project offers potential tourism benefits to Portsmouth, and in the spirit of cooperation with all the communities which lie along Route 58, I recommend that you adopt a resolution endorsing the concept of this project." Motion of Mr. Clemons, and seconded by Mr. Pitts, to adopt the following resolution and by the following vote: "A RESOLUTION EXPRESSING THE SUPPORT OF THE CITY COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR A "TALKING HIGHWAY. WHEREAS, the Virginia Museum of Natural History has requested support from localities along Route 58 for a Transportation Enhancement Program project an accordance with procedures established by the Commonwealth Transportation Board; and WHEREAS, the proposal is for a "Talking Highway" project which would broadcast information to travelers about the natural and historic resources along the route; and WHEREAS, the project offers potential tourism benefits to the localities along Route 58; and WHEREAS, the support of this concept provides an opportunity to promote regional cooperation; and WHEREAS, the Commonwealth Transportation Board requires a resolution of support from local governments in which such enhancement projects are to be located. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of' Portsmouth, Virginia, expresses its support for this proposal. BE IT FURTHER RESOLVED that the Council of the,City of Portsmouth, Virginia, does not hereby pledge funds or in-kind services for the 20% local match and that it Understands such match will be provided by the Virginia Museum of Natural History, the Department of Game and Inland Fisheries, the Department of Conservation and Recreation, and the Department of Historic Resources."
