155 <br /> Auqust 10, 1993 <br /> <br /> I recently received a request from the Virginia Museum of <br />Natural History in Martinsville for support of a "talking <br />highway" project along the entire length of U.S. Route 58 in <br />Virginia, including the section which passes through Portsmouth. <br />This would involve the creation of Travelers Information <br />Stations which would provide information on natural and historic <br />resources on the Route 58 corridor. Information would be <br />broadcast from the stations and could be received on automobile <br />radios. <br /> <br /> The Museum is asking for support from the Route 58 <br />localities in the form of a resolution. The total cost of the <br />project is estimated at $560,000, and the required 20% match <br />would be paid by the Museum and by other State agencies. No <br />local City match would be required. <br /> <br /> Since this project offers potential tourism benefits to <br />Portsmouth, and in the spirit of cooperation with all the <br />communities which lie along Route 58, I recommend that you <br />adopt a resolution endorsing the concept of this project." <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Pitts, to adopt <br />the following resolution and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING THE SUPPORT OF THE CITY COUNCIL OF <br />THE CITY OF PORTSMOUTH, VIRGINIA, FOR A "TALKING HIGHWAY. <br /> <br /> WHEREAS, the Virginia Museum of Natural History has <br />requested support from localities along Route 58 for a <br />Transportation Enhancement Program project an accordance with <br />procedures established by the Commonwealth Transportation Board; <br />and <br /> <br /> WHEREAS, the proposal is for a "Talking Highway" project <br />which would broadcast information to travelers about the natural <br />and historic resources along the route; and <br /> <br /> WHEREAS, the project offers potential tourism benefits to <br />the localities along Route 58; and <br /> <br /> WHEREAS, the support of this concept provides an <br />opportunity to promote regional cooperation; and <br /> <br /> WHEREAS, the Commonwealth Transportation Board requires a <br />resolution of support from local governments in which such <br />enhancement projects are to be located. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City <br />of' Portsmouth, Virginia, expresses its support for this <br />proposal. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the,City of <br />Portsmouth, Virginia, does not hereby pledge funds or in-kind <br />services for the 20% local match and that it Understands such <br />match will be provided by the Virginia Museum of Natural <br />History, the Department of Game and Inland Fisheries, the <br />Department of Conservation and Recreation, and the Department of <br />Historic Resources." <br /> <br />Ayes: Clemons, Epperson, Griffin, King, Pitts, Webb <br />Nays: None <br /> <br /> 93-315 - Letter from the City Manager recommending adoption <br />of a motion to award a design contract to Miller-Stephenson and <br />Associates, P.C. in the amount of $18,000 for Phase III of the <br />Brighton/South Portsmouth drainage and street improvements. <br /> <br /> <br />
