August 10, 1993 Motion by Mr. Clemons, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that Z-93-11 be approved on first reading and by a vote of 6-0. (d) GHP-93-02 CHURCHLAND NEIGHBORHOOD - Group housing project application of River Pointe Associates for 96 duplex condominium units on property lying to the west of River Pointe Parkway and south of River Pointe Drive. Lesley White, 1002 CrabappleStreet, representing the Ida Barbour Tenant Council, spoke on the funding of the CDBG Grant. 4. J. Brewer Moore, 308 Bobby Jones Drive, spoke on placing the Portsmouth Redevelopment and Housing Authority under the jurisdzction of the City Manager. 5. Ricky Copeland, 1038 Blair Street, spoke on medical treatment given to inmates and training for deputies in the City Jail. 6. Shirley Hines, 1016 Blair Street, spoke concerning the grassroots citizens movement and various concerns of the City Jail. 7. Gloria Ford, 1038 Blair Street, spoke on having the Jail Advisory Committee revitalized. 8. Tyrone Taylor, 1038 Blair Street, spoke on his response received from the City Attorney with regard to questlo s asked concerning the Devin case. 9. C. A. Toler, 1029 Blair Street, spoke on various conditions with housing at the Ida Barbour housing complex and retaliation for residents who complained. UNFINISHED BUSINESS - NONE CITY MANAGER'S REPORT - 93-310 Letter from the City Manager recommending adoption of an ordinance to appropriate $56,000 from the Public Utility Capital Improvements Fund for the extension of a 16" main to the Broad Street Elevated Tank on Chautauqua Avenue.
