The program has been set up to handle a maximum capacity of 60 children per <br />day for each the before and after school portions of the program. <br />. A reasonable fee has been developed that is less than the fee of the other non- <br />profit childcare providers already performing this service for other public elementary <br />schools in Portsmouth. <br />. The program is intended to be self-supporting with collected participant fee <br />revenues expected to be sufficient to cover all operating expenditures. <br />. Any unspent amount of revenues in excess of expenditures will be used to <br />purchase equipment or make minor site improvements for the program. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. The Director of Parks, Recreation and Leisure Services will ensure <br />implementation of the program, to include the hiring of part-time staff, purchasing <br />supplies and registering participants. <br /> <br />Motion by Mr. Moody, and seconded by Mr. D. Smith, Holley <br />Nays: None <br /> <br />06 - 418 - Adoption of an ordinance amending the FY 2006-2007 Capital Improvements <br />Program and appropriating $178,896 in the FY 2006-2007 Capital Projects Fund Budget <br />for a new police vehicle storage building. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. The Police Department recently purchased a Mobile Command Vehicle with <br />grant funding. This is an expensive asset that currently lacks shelter from the elements <br />of extreme weather. <br />. Seized vehicles also currently lack a properly secured storage facility. <br />. The current location for forensics processing of vehicles does not meet <br />accreditation requirements. <br />. A search of existing facilities with proper height and security requirements proved <br />unsuccessful. <br />. A site at the City's compound has been identified for the proposed building. <br />. A competitive bid process selected R. D. Lambert & Son, Inc. as the building <br />contractor. <br /> <br />Discussion: <br />. "A Guide to Equitable Sharing of Federally Forfeited Property for State and Local <br />Law Enforcement Agencies" lists the costs for this type of law enforcement facility as a <br />permissible use of equitably shared funds. <br />. Financial Impact: There is no financial impact on the City. <br />
