The Portsmouth Adult Drug Treatment Court was established to serve as an intensive treatment program for the purpose of treating nonviolent felony offenders who are dependent upon drugs andlor alcohol. . This program was first implemented in 2000. Discussion: . Financial Impact: There is no City cash match required. Staff Recommends: Adoption of proposed ordinance. The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with the Third Judicial Circuit Court of the City of Portsmouth. Smith, Holley Nays: None 06 - 417 - Adoption of an ordinance appropriating $571,500 in the FY 2006-2007 Recreation Fund Operating Budget to cover program expenditures for the new Before and After School RecreationlEducation Childcare Program. This ordinance creates a pilot before and after school recreationleducation childcare program at the Portsmouth public elementary schools currently not receiving these services from other providers. . The purpose of this new pilot program is to provide the much-needed childcare services before and after school for the children at four public elementary schools currently not receiving these services. . The program is structured as a joint partnership between the Portsmouth Public Schools and the City of Portsmouth's Department of Parks, Recreation and Leisure Services. . The four Portsmouth public elementary school locations are: (1) Churchland Elementary, (2) James Hurst Elementary, (3) Lakeview Elementary and (4) Park View Elementary.
