<br />September 12. 2006 <br /> <br />06 - 416 - Adoption of an ordinance accepting $182,500 from the Edward <br />DiscretionaryNirginia Drug Treatment Court Grant Program and appropriating said <br />amount in the FY 2006-2007 Grants Fund Budget for continued operating expenses of <br />the Portsmouth Adult Drug Treatment Court. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs andlor alcohol. <br />. This program was first implemented in 2000. <br /> <br />Discussion: <br />. Financial Impact: There is no City cash match required. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. Smith, Holley <br />Nays: None <br /> <br />06 - 417 - Adoption of an ordinance appropriating $571,500 in the FY 2006-2007 <br />Recreation Fund Operating Budget to cover program expenditures for the new Before <br />and After School RecreationlEducation Childcare Program. Vision Principles: <br />Neighborhood and Community Transformation and Lifelong Learning Community. <br /> <br />Background: <br />. This ordinance creates a pilot before and after school recreationleducation <br />childcare program at the Portsmouth public elementary schools currently not receiving <br />these services from other providers. <br />. The purpose of this new pilot program is to provide the much-needed childcare <br />services before and after school for the children at four public elementary schools <br />currently not receiving these services. <br />. The program is structured as a joint partnership between the Portsmouth Public <br />Schools and the City of Portsmouth's Department of Parks, Recreation and Leisure <br />Services. <br />. The four Portsmouth public elementary school locations are: (1) Churchland <br />Elementary, (2) James Hurst Elementary, (3) Lakeview Elementary and (4) Park View <br />Elementary. <br />
