Lambert & Son, Inc. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AMENDING THE FY 2006-2007 CAPITAL IMPROVEMENTS <br />PROGRAM AND APPROPRIATING $178,896 IN THE FY 2006-2007 CAPITAL <br />PROJECTS FUND BUDGET FOR A NEW POLICE VEHICLE STORAGE BUILDING." <br /> <br />Ayes: Heretick, Moody, Randall, D. Smith, Holley <br />Nays: None <br /> <br />06 - 419 - Adoption of an ordinance to amend the FY 2006-2007 General Fund by <br />reducing the operating transfer to the Capital Projects Fund by $350,000 and by <br />reprogramming said funds in the City Garage Fund. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. The FY 2006-2007 CIP included a $350,000 appropriation for the "Fire Vehicle <br />and Storage Building" project within the Public Safety category, which was intended to <br />fund a fire vehicle and storage building for reserve apparatus and equipment. <br />. Priorities now dictate the immediate acquisition of a rehabilitative services vehicle <br />for firefighters and the acquisition of a heavy duty rescue vehicle, with the deleted <br />project deferred to the future. <br /> <br />Discussion: <br />. The physical and mental demands associated with firefighting and other <br />emergency operations, coupled with the environmental dangers of extreme heat and <br />humidity or extreme cold, create conditions that can have an adverse impact upon the <br />safety and health of the emergency responders. <br />. A $100,000 rehabilitative services vehicle will provide for the proper re-hydration, <br />nourishment, rest and medical attention needed by firefighters and other first <br />responders working an incident. <br />. A $250,000 heavy duty rescue vehicle will centralize the technical rescue <br />program for responses to confined space rescue, high angle rope rescue, vehicle <br />extrication, water rescue and the Rapid Intervention Team, and will assist with support <br />functions to hazardous materials incidents and weapons of mass destruction (WMD) <br />events. Currently, technical rescue response is provided by 3 specialty engine <br />companies and 3 squad companies. <br />. ProQrammatic Impact: Rehabilitative Services Vehicle - This vehicle will <br />provide rescue first responders with adequate rest, nourishment and re-hydration during <br />emergency operations or training exercises to avoid greater risk of injury or illness and <br />jeopardizing the safety of others. Heavy Duty Rescue Vehicle - This vehicle will <br />centralize the technical rescue program by providing greater efficiency and <br />effectiveness of both equipment and personnel. <br />. Financial Impact: The operating transfer from the General Fund to the Capital <br />Projects Fund is decreased by $300,000 and the operating transfer from the General <br />Fund to the City Garage Fund is increased by $350,000. <br />
