The Fire Chief will proceed with procurement of the vehicles. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND THE FY 2006-2007 GENERAL FUND BY REDUCING THE <br />OPERATING TRANSFER TO THE CAPITAL PROJECTS FUND BY $350,000 AND <br />BY REPROGRAMMING SAID FUNDS IN THE CITY GARAGE FUND." <br /> <br />Ayes: Heretick, Moody, Randall, D. Smith, Holley <br />Nays: None <br /> <br />06 - 420 - Adoption of a resolution reaffirming the City of Portsmouth's participation in <br />the Southeastern Alcohol Safety Action Program and endorsing the creation of an <br />independent policy board for the program. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. In April 1987, the Commission on Virginia Alcohol Safety Action (VASAP) issued <br />a directive that all local VASAP programs establish and implement local independent <br />policy boards to operate each local program. <br />. In November of that year, the Portsmouth City Council ratified the creation of an <br />independent Southeastern Alcohol Safety Action Program Policy Board. <br />. The City's 1987 resolution specified statutory authorities and term lengths for <br />board members that have been modified in the succeeding years. <br />. Every participating jurisdiction, including Portsmouth, must each now appoint a <br />board member for a term of three years (formerly two years). The members appointed <br />by the participating localities will appoint the remaining members of the 15-person board <br />for two-year terms (formerly one year). <br />. The VASAP Commission has requested that participating localities reaffirm their <br />participation in their local ASAP programs and the establishment of independent policy <br />boards by adoption of a resolution by each local governing body. <br /> <br />Discussion: <br />.
