t77 <br /> <br />September 13, 1993 <br /> <br /> Motion by Mrs. Bri~geford, and seconded by Mr. Spruill, to <br />approve CP-93-01, and was adopted by the following vote= <br /> <br />Ayes= Anderson, Bridgeford, <br />Nays: None <br />Abstained: Hansen <br /> <br />Overton, Spruill, Turner <br /> <br />(b) Z-93-14 <br /> <br />ACADEMY PARK (FAIRWOOD HOMES) NEIGHBORHOOD - <br />Rezoning application of the Portsmouth Partners <br />of Virginia to rezone property generally located <br />between Greenwood Drive and 1-264 extending from <br />Victory Boulevard to independence Street, from <br />Residential RM-60, Residential RM-75 and <br />Commercial C-1 to Commercial C-2-K. <br /> <br /> Motion by Mrs. Bridgeford, and seconded by Mr. Spruill, to <br />approve Z-93-14, and was adopted by the following vote: <br /> <br />Ayes: Anderson, Bridgeford, Overton, <br />Nays: None <br />Abstained: Hansen <br /> <br />Spruill, Turner <br /> <br />(c) Z-93-15 <br /> <br />ACADEMY PARK (FAIRWOOD HOMES) NEIGHBORHOOD - <br />Rezoning application of the City of Portsmouth to <br />rezone property generally located between McLean <br />Street and Dekalb Avenue, extending south from <br />Elliott Avenue to Greenwood Drive, also included <br />is property located between Dekalb Avenue and <br />Greenwood Drive extending east from Independence <br />Street to Bide-A-Wee Lane, from Residential RM-60 <br />to Residential RM-75, and Commercial C-1 to <br />Commercial C-2. <br /> <br /> Motion by Mrs. Bridgeford, and seconded by Mr. Spruill, to <br />approve Z-93-15, and was adopted by the following vote: <br /> <br />Ayes: Anderson, Bridgeford, Overton, <br />Nays: None <br />Abstained: Hansen <br /> <br />Spruill, Turner <br /> <br />At this point in the meeting, the Planning Co~unission adjourned <br />and City Council continued with its agenda. <br /> <br />Councilman John H. Epperson abstained from voting on items <br />CP-93-01 and Z-93-14 and submitted a Disclosure Statement to be <br />filed with the minutes. <br /> <br />(a) CP-93-01 <br /> <br />COMPREHENSIVE PLAN AMENDMENT - A proposed <br />amendment to the Comprehensive Plan of the City <br />of Portsmouth: Change the Land Use Plan, Chapter <br />4 to provide for amusemenu and recreational <br />services commercial sports as~an alternative <br />redevelopment proposal for the Academy Park <br />{Fairwood Homes) area. Changes to the General <br />Land Use Plan, and Tax Base and Jobs, Chapter 8 <br />will also be considered to support the proposed <br />development alternative. This amendment is being <br />considered in association with Case #Z-93-14. <br /> <br /> Motion by Mr. King, and seconded by Mr. Griffin, to concur <br />with the recommendation of the Planning~Commission that CP-93-01 <br />be approved on first reading and was adopted by a vote of 6-0-1 <br />(Epperson). <br /> <br />(b) Z-93-14 <br /> <br />ACADEMY PARK (FAIRWOOD HOMES) NEIGHBORHOOD <br />Rezoning application of the Portsmouth Partners <br />of Virginia to rezone property generally located <br />between Greenwood Drive and 1-264 extending from <br />Victory Boulevard to Independence Street, from <br />Residential RM-60, Residential RM-75 and <br />Commercial C-1 to Commercial C-2-K. <br /> <br /> <br />
