September 13, 1993 <br /> <br /> At the Public Hearing Meeting of the City Council held on <br />Monday, September 13, 1993, there were present= <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, James C. Hawks, <br />Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. Katz, <br />City Attorney. <br /> <br />Planning Commission Members present: <br /> <br />Susan Taylor Hansen, Chairman, Charles P. Anderson, Flossie <br />Bridgeford, James A. Overton, Jr., Jimmy Spruill, Sr., Raymond <br />Turner. <br /> <br /> Vice Mayor King opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br />93-342 Joint Public Hearing with the Planning Co~anission on <br />the following code amendment and rezoning applications= <br /> <br />The following citizens spoke in favor of the application: <br />Charles Proffet, 633 McLean Street, representing the Bide-A-Wee <br /> Civic League <br /> James Jones, 507 McLean Street <br /> <br /> The following citizens spoke in opposition to the application: <br /> <br />Marlene Fallon, 3005 Bide-A-Wee Lane <br />Lena A mar, 236 Gleep Street <br />Jesse Boone, 605 Stratford Street, representing the Holy <br /> Trinity Church <br /> <br />Robert Lassiter, spoke concerning the traffic on Beazley and <br /> Greenwood Drivesthat could escalate with the proposed race <br /> track. <br /> <br />Dolly Wells, representing New Mt. Vernon Baptist Church,~ <br /> having a buffer for the noise between the race track and the <br /> church. <br /> <br />Marlene Randall, 206 Wynn Street, spoke on the effects of the <br /> race track on school boundaries, enrollment for the area of <br /> Fairwood Homes and the traffic impact at the Highland <br /> Biltmore Elementary School. <br /> <br />The Planning Commission then voted on the code amendment and <br />rezoning items. <br /> <br />Susan Taylor Hansen, Chairman, abstained from voting on all <br />items due to a conflict of interest in that the firm by whom <br />she is employed (Cooper, Spong and Davis) represents the <br />Portsmouth Redevelopment and Housing Authority which has an <br />interest in the subject property. <br /> <br /> (a) CP-93-01 COMPREHENSIVE PLAN AMENDMENT - A proposed <br /> amendment to the Comprehensive Plan of the City <br /> of Portsmouth: Change the Land Use Plan, <br /> Chapter 4 to provide for amusement and <br /> recreational services - commercial sports as an <br /> alternative redevelopment proposal for the <br /> Academy Park (Fairwood Homes) area. Changes to <br /> the General Land Use Plan, and Tax Base and <br /> Jobs, Chapter 8 will also be considered to <br /> support the proposed development alternative. <br /> This amendment is being considered in <br /> association with Case ~Z-93-14. <br /> <br /> <br />
