Smith, and seconded by Ms. Randall, to adopt the following <br />ordinance with the noted amendment, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND ARTICLE XXI OF CHAPTER 2 OF THE CODE OF THE <br />CITY OF PORTSMOUTH (1988), PERTAINING TO THE EMERGENCY SERVICES <br />AGENCY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />06 - 386 - Adoption of an ordinance accepting a grant from the Commonwealth of <br />Virginia Department of Criminal Justice Services in the amount of $7,300 and <br />appropriating said amount in the FY 2006-2007 Grants Fund Budget for police recruiting <br />equipment and expenses. Vision Principles: Neighborhood and Community <br />Transformation and Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $7,300.00 from <br />the Department of Criminal Justice Services to provide funds for equipment, job fair <br />registration and travel. <br /> <br />Discussion: <br />. The PPD recently contracted with a marketing agency that specializes in law <br />enforcement minority recruitment and is ready to launch a new recruitment campaign that <br />capitalizes on the unique assets of the Portsmouth community and the department. This <br />project proposal will enable the department to utilize the new campaign and products in <br />targeted minority markets such as Historically Black Colleges and Universities, churches, <br />special festivals, transitional programs for those retiring from military service, and other <br />such venues. <br />. Financial Impact: The grant award amount is $7,300.00 of Department of <br />Justice funds for the Portsmouth Police Department. The City does have to provide 25% <br />match monies and there is no obligation from the City once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance.
