<br />AUQust 22, 2006 <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby adopts the Southside Hampton Roads Hazard Mitigation Plan to <br />reduce damages and to save lives in the event of a natural disaster in the region." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 381 - Adoption of an ordinance accepting a grant from the Hampton Roads <br />Planning District Commission in the amount of $10,000 and appropriating said amount <br />in the FY 2006-2007 Grants Fund Budget to purchase response equipment to be used <br />for terrorist events and man-made or natural disasters. Vision Principle: Neighborhood <br />and Community Transformation. <br /> <br />Background: <br />. The Hampton Roads Metropolitan Medical Response System (HRMMRS) has <br />awarded $10,000 to the Portsmouth Fire, Rescue and Emergency Services Department <br />for acquisition of temperature control equipment for Weapons of Mass Destruction <br />(WMD) antidote kits available for first responders. <br />. The purpose of the HRMMRS is to develop and sustain a comprehensive medical <br />response capability for the Hampton Roads communities to the health and medical <br />consequences of a WMD terrorist act as well as any natural or technological disaster. <br />. The HRMMRS region includes the Tidewater Southside, the lower Peninsula, <br />Surry and Gloucester. Each of the 16 cities and counties was slated to receive an <br />allocation of the antidotes, and each was asked to identify secure, temperature- <br />controlled locations where the medications would be stored and available for quick <br />deployment. <br /> <br />Discussion: <br />. These funds will be used to acquire temperature control devices that are needed <br />to maintain antidote kits for use following a WMD event or man-made or natural <br />disasters. <br />. Financial Impact: This grant requires no local cash match. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. Acquire the appropriate temperature control devices for the antidote kits. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT FROM THE HAMPTON ROADS PLANNING <br />DISTRICT COMMISSION IN THE AMOUNT OF $10,000 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2006-2007 GRANTS FUND BUDGET TO PURCHASE <br />RESPONSE EQUIPMENT TO BE USED FOR TERRORIST EVENTS AND MAN- <br />MADE OR NATURAL DISASTERS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />06 - 382 - Adoption of an ordinance accepting a Local Government Challenge Grant <br />from the Virginia Commission for the Arts in the amount of $5,000 and appropriating <br />said amount in the FY 2006-2007 Grants Fund Budget to be used for the cost of <br />presenting awards in the 36th Annual Seawall Art Show. Vision Principle: A Robust and <br />Prospering Economy and Lifelong Learning Community. <br />
