<br />AUQust 22, 2006 <br /> <br />. The Southside Hampton Roads Hazard Mitigation Plan is the result of a <br />comprehensive planning process undertaken by Isle of Wight County, Norfolk, <br />Portsmouth, Smithfield, Suffolk, Virginia Beach and Windsor that included regional <br />meetings and public hearings. <br />. The Plan provides a blueprint for helping localities reduce damages and save <br />lives in the event of a natural disaster in the region. <br /> <br />Discussion: <br />. The City of Portsmouth identified five mitigation actions designed to achieve the <br />mitigation goals and priorities established in the region wide Plan. <br />. The five actions for Portsmouth include: <br />1) Extend the Seawall including storm water pumps along Crawford Parkway, <br />2) Acquire permanent generators for primary shelters and other critical city <br />facilities, <br />3) Put utilities underground, <br />4) Improve public outreach and education by increased presentations and <br />improve public awareness program, and <br />5) Pre-identification of special needs populations. <br />. Financial Impact: Adoption of the Plan will meet the requirement that local <br />governments develop and adopt a natural hazard mitigation plan in order to receive <br />certain federal assistance. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. Implementation and maintenance of the Plan through monitoring, evaluation and <br />enhancement. <br />. Apply for federal and state assistance earmarked for hazard mitigation. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. R. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION APPROVING THE SOUTHSIDE HAMPTON ROADS HAZARD <br />MITIGATION PLAN TO REDUCE DAMAGES AND SAVE LIVES IN THE EVENT OF A <br />NATURAL DISASTER IN THE REGION. <br /> <br />WHEREAS, in an effort to reduce the Nation's mounting natural disaster losses, <br />the U. S. Congress passed the Disaster Mitigation Act of 2000 that requires, in part, that <br />state and local governments develop a hazard mitigation plan in order to remain eligible <br />for pre- and post-disaster mitigation funding; and <br /> <br />WHEREAS, the Souths ide Hampton Roads Hazard Mitigation Plan ( "Plan") was <br />prepared in coordination with the Federal Emergency Management Agency and the <br />Virginia Department of Emergency Management; and <br /> <br />WHEREAS, the Plan is the result of a comprehensive planning process <br />undertaken by Isle of Wight County, Norfolk, Portsmouth, Smithfield, Suffolk, Virginia <br />Beach and Windsor that included regional meetings and public hearings. <br /> <br />WHEREAS, the Plan provides a blueprint for helping localities reduce damages <br />and save lives in the event of a natural disaster in the region. <br />
