<br />AUQust 22, 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 22, 2006, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Reverend Larry E. O'Brien, opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting on August 7, 2006, of a Called Meeting on August 8, 2006, and of a <br />Regular Meeting on August 8,2006, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />06 - 377 <br /> <br />Public hearing on a proposed ordinance to amend and increase the FY <br />2006-2007 Stormwater Management Fund Operating Budget through a <br />supplemental appropriation. <br /> <br />There were no speakers. <br /> <br />06 - 378 - Public hearing on a group housing use permit application: <br /> <br />(a) GHP-06-09 OLDE TOWNE - Robyn Thomas-Burkhart requests a group <br />housing use permit for three (3) residential units at 630 High Street. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />1. Robyn Thomas, 913 W. 2151 Street, Norfolk, spoke in support of this item. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that GHP-06-09 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />06 - 380 - Adoption of a resolution approving the Southside Hampton Roads Hazard <br />Mitigation Plan to reduce damages and save lives in the event of a natural disaster in <br />the region. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. In an effort to reduce the Nation's mounting natural disaster losses, the U. S. <br />Congress passed the Disaster Mitigation Act of 2000. Section 322 of the Act requires <br />that state and local governments develop a hazard mitigation plan in order to remain <br />eligible for pre- and post-disaster mitigation funding. <br />. This Plan was prepared in coordination with the Federal Emergency <br />Management Agency (FEMA) and the Virginia Department of Emergency Management <br />(VDEM). <br />
