183 September 14, 1993 Mgtion by Mr. Griffin, and seconded by Mr. Epperson, to adopt the following ordinance and by the following vote= "AN ORDINANCE TO APPROPRIATE $500,000.00 FROM THE CAPITAL IMPROVEMENTS FUND FOR ENGINEERING AND OTHER CAPITAL EXPENSES RELATIVE TO THE OPERATION OF THE CRANEY ISLAND LANDFILL BY THE CITY OF PORTSMOUTH." Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 93-357 Letter from the City Manager recommending consideration of changes to the City Code and Council's Rules of Order and Procedure pertaining to the order of business for Council meetings. "As a result of your recent analysis and discussion of the order of business for Council meetings, revisions to the City Code and Council's Rules of Order and Procedures were identified. These revisions are necessary to accommodate participation by non-agenda speakers. To make the desired changes, it is necessary for you to consider the adoption of an ordinance amending Sections 2-63(a) and 2-68(c) of the City Code and adoption of a motion to change Sections XII and XVI of Council's Rules of Order and Procedure. Accordingly, these items are presented for your consideration., (a) An ordinance to amend Chapter 2 of the Code of the City of Portsmouth, Virginia, 1988 by amending Sections 2-63(a) and 2-68(b) thereof, pertaining to the order of business and citizens addressing Council at meetings. Motion by Mr. Hawks, and seconded by Mr. Pitts, to adopt the following ordinance and by the following vote: "AN ORDINANCE TO AMEND CNAPTER 2 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 2-63(A) AND 2-68(C) THEREOF, PERTAINING TO ORDER OF BUSINESS. Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None (b) Motion to change Sections XII and XVI of Council's Rules of Order and Procedure pertaining to the order of business at Council meetings. Motion by Mr. Pitts, and seconded by King, to change Sections XII and XVI of Council's Rules and Order and Procedure pertaining to the order of business at Council meetings and adopted by the following votes: Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 93-358 Letter from the City Manager recommending adoption of an ordinance to close a portion of an alley between Bertrand Street and Arden Street. "At the request of adjoining property owners, an application has been filed by the City administration to close a portion of an alley between Bertrand Street and Arden Street. The viewers you previously appointed have recommended approval of the application. The Planning Commission concurs in this reco=~endation. I, therefore, recommend adoption of the ordinance closing a portion of an alley between Bertrand Street and Arden Street."
