Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />2. Hannah Flora, 3109 Arlington Place, representing Westhaven <br />Park Civic League, spoke on trucks parking residential areas. <br /> <br />3. J. Brewer Moore, P. O. Box 3715, Corresponding Secretary, <br />Federation of Civic Clubs spoke on VRS Early Retirement in the <br />School Board . <br /> <br />4. William H. Corbus, 5804 Woodside Lane, spoke on mosquito <br />control in the City. <br /> <br />93-329 - Letter from the City Manager recommending adoption of <br />a motion to transfer $17,000 from the Grants Contingency <br />Account for the Preteen Recreation Enrichment Program. <br />Deferred from the Regular Meeting of August 24, 1993. <br /> <br /> "As you know, the Department of Parks and Recreation has <br />received funding of a $17,000 grant to operate the Preteen <br />Recreation Enrichment Program in cooperation with the <br />Portsmouth Redevelopment and Housing Authority for public <br />housing area youth ages 4-10. This program has been in <br />existence since December, 1991 and provides recreation <br />enrichment programs and positive self-awareness counseling to <br />youth who reside in Jeffrey Wilson and Dale Homes. <br /> <br /> I hereby recommend the approval of this grant request and <br /> the transfer of $17,000 from the Grants Contingency Account." <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. King, to <br />transfer $17,000 for the Preteen Recreation Enrichment Program, <br />and was adopted by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />CITY MANAGER'S REPORT - <br /> <br />93-356 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $500,000 from the Capital <br />Improvements Fund for capital operations and maintenance at the <br />Craney Island Landfill. <br /> <br /> "The 1992/93 Capital Improvement Plan authorized continued <br />funding for the closure of an 85 acre section of Craney Island <br />Landfill. In addition, recent legislation passed by the <br />General Assembly, hopefully, will allow the City to continue <br />operations at Craney Island until design capacity is reached. <br /> The Director of General Operations has reco==LLended the <br />appropriation of $500,000 for Capital operations, engineering <br />and monitoring of the landfill. These funds will also be used <br />to pay for engineering expenses and maintenance of the portion <br />of the landfill site required by State regulations. <br /> <br /> I concur with this recommendation and request <br />appropriation in the amount indicated above, with your <br />approval of this items the balance in the Capital Improvements <br />Fund will be $11,716,204." <br /> <br /> <br />
