<br />AUQust 8. 2006 <br /> <br />Background: <br />. The Community Corrections & Pretrial Services Program has been continuously <br />funded by the state since 1995. It is a diversion from the incarceration program. <br />. This state funding allows us to provide quality supervision to non-violent <br />offenders and defendants in the community, and directly impacts the jail population. <br /> <br />Discussion: <br />. The Department of Criminal Justice Services has made available $553,667 in <br />state general funds to provide these services locally. <br />. Community Corrections provides a comprehensive array of intermediate <br />sanctions to the local courts as alternatives to incarceration in the City Jail. Services <br />include: probation supervision, community service work, restitution, substance abuse <br />assessment, testing and treatment, anger education, domestic violence intervention, <br />and other services as requested by the courts. Between July 1, 2005 and June 30, 2006 <br />the program served 513 Portsmouth citizens. They facilitated the collection of $35,414 <br />in restitution to victims, and $26,623 in court costs. Offenders completed 3,469 hours of <br />community service work. Over 115 offenders received conflict resolution and anger <br />education services and 234 received substance abuse services. <br />. Pretrial Services provides supervised release to defendants. Between July 1, <br />2005 and June 30, 2006 the program conducted over 998 investigations, screened <br />1,768 defendants, conducted 762 criminal record checks, received 346 placements on <br />supervision and monitored 709 defendants released by the magistrate. <br />. Financial Impact: There is no cash match required of the City. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. None <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING GRANT FROM THE COMMONWEALTH OF VIRGINIA <br />DEPARTMENT OF CRIMINAL JUSTICE SERVICES IN THE AMOUNT OF $553,667 <br />AND APPROPRIATING SAID AMOUNT IN THE GRANTS FUND BUDGET FOR <br />PRETRIAL AND PROBATION SERVICES IN THE CITY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />06 - 355 - Adoption of an ordinance accepting a Commonwealth of Virginia Department <br />of Criminal Justice Services Grant in the amount of $317,522 and appropriating said <br />amount in the FY 2006-2007 Grants Fund for the Victim Witness Assistance Program. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The City of Portsmouth has received a grant from DCJS for continuation funding <br />of the Victim Witness Grant, administered by the Commonwealth's Attorney's Office. <br />. This grant program has grown over the last 17 years to comprise of seven full- <br />time appointees who served over 1500 victims last year. <br />. This program provides for comprehensive information and direct services to <br />crime victims and witnesses. <br />
