Box 6508, representing the Chamber of <br />Commerce, spoke in favor of locating a Regional Jail Authority <br />in the City of Portsmouth. <br /> <br />The following spoke in opposition of the Regional Jail: <br /> <br />1. Charles Hargrave, 208 Wynn Street <br /> <br />Motion by Clemons, and seconded by Mr. King, to permit <br />Diane Davis-Wagner to speak, and was approve by a vote of 6-1 <br />(Epperson). <br /> <br />8. Diane Davis-Wagner, 129 Yorkshire Road, spoke in o~position. <br /> <br />(a) A resolution to create a Regional Jail Authority to <br />construct and operate the Hampton Roads Regional Jail. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. King, not to <br />adopt a resolution creating a Regional Jail Authority to <br />construct and operate the Hampton Roads Regional Jail, and the <br />motion was defeated by the following vote: <br /> <br />Ayes: Clemons, Griffin, King <br />Nays: Epperson, Hawks, Pitts, Webb <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Epperson, to <br />adopt the following resolution and was adopted by the following <br />vote: <br /> <br />"A RESOLUTION TO CREATE A REGIONAL JAIL AUTHORITY TO CONSTRUCT <br />AND OPERATE THE HAMPTON ROADS REGIONAL JAIL. <br /> <br /> WHEREAS, the City Council of the City of Portsmouth, <br />Virginia, has duly considered the advantages of establishing, <br />maintaining and operating a regional jail in combination with <br />the cities of H~unpton, Virginia, Newport News, Virginia, and <br />Norfolk, Virginia, as provided in Section 53.1-105 of the Code <br />of Virginia, 1950, as amended. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> Section 1:-That pursuant to Section 53.1-105 of the Code <br />of Virginia, 1950, as amended, the City of Portsmouth intends <br />to join with the cities of Hampton, Newport News, and Norfolk <br />in the creation of a regional jail authority, to be known as <br />the Hampton Roads Regional Jail Authority, which will have the <br />power-and authority to construct, maintain and operate the <br />Hampton Roads Regional Jail, pursuant to Section 53.1-105 of <br />the Code of Virginia, 1950, as amended. <br /> <br /> Section 2:-That the primary purpose of the Hsaupton Roads <br />Regional Jail Authority shall be that of constructing, <br />equipping, maintaining and operating an approximately 875-bed <br />regional jail; enlarging, renovating and improving such <br />facility; acquiring the necessary property therefore; and <br />doing any and all things deemed by the authority to be <br />necessary, convenient and desirable for the sufficient and <br />proper development and operation of such undertaking. <br /> <br /> Section 3:-That the preliminary estimate of the capital <br />costs of constructing the Hampton Roads Regional Jail is <br />$58,920,000. <br /> <br /> <br />
