Portsmouth would serve as the host <br />community with the facility being built at the Hattonsville site <br />we have previously discussed. In return for the jail being <br />located in Portsmouth, we would receive substantial compensation <br />from the other localities. In sLumnary, Portsmouth would receive <br />a minimum of $250,000 annually as a payment in lieu of taxes for <br />as long as the jail operates. We would also receive $2 million <br />for the sale of the site, and the other localities would pay for <br />25% of Portsmouth's share of the capital cost. <br /> <br /> A report prepared by staff of the Hampton Roads Planning <br />District Commission was given to you at your Public Work Session <br />on September 28. It includes details on the construction <br />budget, security staffing analysis, operating budget, cost <br />suau~ary, financing information, and legal documents. A proposed <br />schedule of actions is also included in the report. <br /> <br /> Our participation as the host community for this regional <br />jail will greatly expand the number of jail beds available for <br />our use and, in combination with the proposed expansion of our <br />local jail, I believe it will make a meaningful contribution <br />towards reducing the severe state of overcrowding that now <br />exists in the jail facility. <br /> <br /> <br />
