202 <br /> October 12, 1993 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br /> October 12, 1993, there were present= <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D~riffin, Sr., James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, <br />E. Katz, City Attorney. <br /> <br /> Hillary Branem, 5th grade student, Brighton Elementary <br />School, opened the meeting with prayer which was followed by <br />the Pledge of AlIegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Epperson, and seconded by Mr. King, the <br />minutes of a called meeting on September 28, 1993; a Regular <br />Meeting on September 28, 1993, be approved, and was adopted by <br />unanimous vote. <br /> <br />93-391 - Proclamation presented to Carol Devine, Coordinator, <br />for "Crop Walk Day.~ <br /> <br />93-392 - Proclamation presented to Tal Carey, Museums and Fine <br />Arts Co~isslon and Grace Armstead, President, Portsmouth <br />Community Concerts Association for "Arts and Humanities Month". <br /> <br />93-393 - Presentation of special lapel pins to newly appointed <br />Boards and Conunissions members. <br /> <br />93-394 Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on lead contamination <br />in Washington Park. <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, spoke on Councilman <br />Epperson's discussion and voting on Council agenda items <br />pertaining to the proposed racetrack facilit~ ic~ the Fairwood <br />Homes property. <br /> <br />3. Harold R. Yates, 841 Chestnut Street, Philadelphia, Pa., <br />Environmental Protection Agency representative, spoke on the <br />necessity of having a representative of EPA at every City <br />Council meeting. <br /> <br />JOINT PUBLIC HEARINGS <br /> <br />93-395 - Joint Public Hearing with the Portsmouth Redevelopment <br />and Housing Authority to consider proposed Plan Amendment No. <br />24 to the Crawford Urban Renewal Project. <br /> <br />Wayne Rouse, 1529 Lockport Street, owner of Portsmouth Pool <br />Center, spoke in favor of the renewal project. <br /> <br />93-396 - Joint Public Hearing with the Portsmouth Redevelopment <br />and Housing Authority to obtain citizen views and comments on <br />the proposed statement of objectives and proposed use of funds <br />for the 1994 Community Development Program. <br /> <br />- UNFINISHED BUSINESS <br /> <br />There were no items of unfinished business. <br /> <br />CITY MA/~AGER'S REPORT - <br /> <br />93-397 Letter from the City Manager recommending adoption of <br />two ordinances to amend two sections of the City Code by adding <br />"disability'~ which will bring the code into compliance with the <br />requirements of the Americans with Disabilities Act. <br /> <br /> <br />
