Smith, Holley Nays: None 06- 334 - Adoption of an ordinance to appropriate an additional $15,565 of State Aid for the Portsmouth Public Library, from the Library of Virginia's recalculation of the increased General Assembly Appropriation in the Governor's Budget allotted for State Aid. Vision Principle: Lifelong Learning Community. Background: . The Library of Virginia funded $204,560.00 in State Aid for FY 06-07 for the Portsmouth Public Library. . In accordance with the 2006 General Assembly Appropriations, FY 06-07 as per Acts of Assembly Chapter 951, Item 259, Authority Code of Virginia 42.1, Chapter 3, and the General Assembly approved an additional $1,000,000 for State Aid. . The Governor's Budget allotted an additional $385,038 for State Aid. . During the City of Portsmouth's budget preparation for FY 06-07, the Library of Virginia submitted an estimate of State Aid for Portsmouth Public Library at $188,995. . After appropriation of the additional $1,385,038, the Library of Virginia recalculated their formula giving Portsmouth Public Library $204,560, an increase of $15,565 from the estimate. Discussion: . Financial Impact: The additional funding will add to the Portsmouth Public Library's Operating Budget and enable the library to purchase additional materials for the benefit of Portsmouth citizens. Staff Recommends: Adoption of an ordinance to appropriate an additional $15,565 of State Aid for the Portsmouth Public Library, from the Library of Virginia's recalculation of the increased General Assembly Appropriation in the Governor's Budget allotted for State Aid. If the additional funds are appropriated, the Library Director will direct the funds into the Books-State line item (400-48020) in the FY 06-07 Operating Budget. Motion by Mr. Heretick, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE APPROPRIATING IN THE FY 2006-2007 GENERAL FUND OPERATING BUDGET THE SUM OF $15,565 RECEIVED IN ADDITIONAL STATE AID FOR THE OPERATION OF THE CITY LIBRARIES." Smith, Holley Nays: None 06 - 335 - Adoption of an ordinance to appropriate $9,641 from the Law Library Budget to the Public Library in order to fund part-time Law Library personnel. The Law Library moved to the Main Library at 601 Court Street in 2002. . $9641 from the Law Library budget needs to be transferred into the Public Library budget to pay the part-time salary of a Library Assistant I. The Law Library receives over 40 visitors a month including the public and lawyers who need assistance in using the resources.
