Smith, Holley <br />Nays: None <br /> <br />06- 334 - Adoption of an ordinance to appropriate an additional $15,565 of State Aid for <br />the Portsmouth Public Library, from the Library of Virginia's recalculation of the increased <br />General Assembly Appropriation in the Governor's Budget allotted for State Aid. Vision <br />Principle: Lifelong Learning Community. <br /> <br />Background: <br />. The Library of Virginia funded $204,560.00 in State Aid for FY 06-07 for the <br />Portsmouth Public Library. <br />. In accordance with the 2006 General Assembly Appropriations, FY 06-07 as per <br />Acts of Assembly Chapter 951, Item 259, Authority Code of Virginia 42.1, Chapter 3, and <br />the General Assembly approved an additional $1,000,000 for State Aid. <br />. The Governor's Budget allotted an additional $385,038 for State Aid. <br />. During the City of Portsmouth's budget preparation for FY 06-07, the Library of <br />Virginia submitted an estimate of State Aid for Portsmouth Public Library at $188,995. <br />. After appropriation of the additional $1,385,038, the Library of Virginia <br />recalculated their formula giving Portsmouth Public Library $204,560, an increase of <br />$15,565 from the estimate. <br /> <br />Discussion: <br />. Financial Impact: The additional funding will add to the Portsmouth Public Library's <br />Operating Budget and enable the library to purchase additional materials for the benefit of <br />Portsmouth citizens. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to appropriate an additional $15,565 of State Aid for the <br />Portsmouth Public Library, from the Library of Virginia's recalculation of the increased <br />General Assembly Appropriation in the Governor's Budget allotted for State Aid. Vision <br />Principle: Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. If the additional funds are appropriated, the Library Director will direct the funds <br />into the Books-State line item (400-48020) in the FY 06-07 Operating Budget. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2006-2007 GENERAL FUND OPERATING <br />BUDGET THE SUM OF $15,565 RECEIVED IN ADDITIONAL STATE AID FOR THE <br />OPERATION OF THE CITY LIBRARIES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />06 - 335 - Adoption of an ordinance to appropriate $9,641 from the Law Library Budget to <br />the Public Library in order to fund part-time Law Library personnel. Vision Principle: <br />Lifelong Learning Community. <br /> <br />Background: <br />. The Law Library moved to the Main Library at 601 Court Street in 2002. <br />. $9641 from the Law Library budget needs to be transferred into the Public <br />Library budget to pay the part-time salary of a Library Assistant I. <br />The Law Library receives over 40 visitors a month including the public and lawyers who <br />need assistance in using the resources. <br />
