Inform Fire Chief and Police Chief <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 30 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 30-236(b) THEREOF <br />ESTABLISHING A MANDATORY RETIREMENT AGE FOR MEMBERS OF THE <br />PORTSMOUTH FIRE AND POLICE RETIREMENT SYSTEM." <br /> <br />Ayes: Heretick, Psi mas, D. Smith, R. Smith, Holley <br />Nays: Moody, Randall <br /> <br />- City Manager's Report- <br /> <br />06 - 333 - Adoption of an ordinance to accept an additional $23,900 in 2005 Homeland <br />Security Grant Funds from the Virginia Department of Emergency Management and to <br />appropriate this same amount for resources needed to prepare the City of Portsmouth for <br />response to man-made or natural disasters. No City cash match is required. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Portsmouth Department of Fire, Rescue and Emergency Services has been <br />allocated $23,900 in additional funding from the 2005 Department of Homeland Security <br />Grant Program through the State's Department of Emergency Management. <br />. The City originally received $107,592 in 2005 funding for equipment, training, <br />planning and exercises for first responders to develop better preparedness to prevent, <br />respond and recover from potential acts of terrorism. This additional allocation must be <br />used for the same purposes. <br />. Each of the State's seven regions was allocated a total of $402,762, and that <br />amount was then divided among jurisdictions within each region on a per capita basis. <br /> <br />Discussion: <br />. These additional funds will be used to acquire technical rescue and <br />communications equipment as authorized by Homeland Security Grant Program. <br />. Financial Impact: This grant requires no local cash match. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to accept $23,900 from the Virginia Department of Emergency <br />Management and to appropriate this same amount for resources needed to prepare the <br />City of Portsmouth for response to man-made or natural disasters. Continued equipment acquisition deemed necessary to enhance Portsmouth's <br />preparedness for natural or man-made disasters. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $23,900 FROM THE U.S. <br />DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING THE SAME <br />AMOUNT IN THE FY 2006-2007 GRANTS FUND FOR THE ACQUISITION OF <br />TECHNICAL RESCUE AND COMMUNICATIONS EQUIPMENT BY THE <br />PORTSMOUTH DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES." <br />
