<br />July 25. 2006 <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $48,026 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING <br />THE SAME AMOUNT IN THE FY 2006-2007 GRANTS FUND FOR THE V-STOP <br />PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06- 337 - Adoption of an ordinance to amend City Code Section 12-143, authorizing the <br />City Manager or his designee as an ex officio member to the Municipal Finance <br />Commission. Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />. Section 12-143 of the City Code designates that "the City Manager and the Chief <br />Financial Officer of the City shall be nonvoting ex officio members of the (Municipal <br />Finance) Commission, and the remaining seven members shall be appointed by the City <br />CounciL" <br />. The City Manager's term as ex officio member of the Municipal Finance <br />Commission begins on the date of hislher appointment as City Manager, and continues <br />for the term of appointment. <br /> <br />Discussion: <br />. f this ordinance is approved, the City Manager would have the authority to <br />designate a representative to serve as a member of the Municipal Finance Commission. <br />. Financial Impact: There will be no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to amend City Code Section 12-143, authorizing the City <br />Manager to appoint one member to the Municipal Finance Commission. Vision Principle: <br />A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. If approved, the City Manager will appoint a representative to the Municipal <br />Finance Commission. <br /> <br />Motion by Mr. R. Smith, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING ~ 12-143 TO PERMIT THE <br />REPLACEMENT OF THE CITY MANAGER WITH A DESIGNEE ON THE MUNICIPAL <br />FINANCE COMMISSION." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 338 - Adoption of a resolution to amend the City Council Rules of Order and <br />Procedure. Vision Principle: Bold New Directions. <br /> <br />Background: From time to time, Council amends the Council Rules in order to improve <br />the conduct of Council meetings. <br /> <br />Discussion: The following changes would be made by this amendment- <br />. Non-agenda speakers will speak as the last scheduled agenda item. <br />. Citizens may speak on either agenda business items or as non-agenda speakers. <br />. Votes on appointments will be by electronic roll call, where feasible. <br />. Financial Impact: none. <br />
