City Attorney will print Council Rules in final form and provide to Council Members and City Clerk. . City Clerk will maintain a copy of Council Rules for the use of citizens. Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION ADOPTING THE RULES OF ORDER AND PROCEDURE OF THE PORTSMOUTH CITY COUNCIL. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the attached Rules of Order and Procedure of Portsmouth City Council be, and hereby are, adopted ." Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None - New Business - 06 - 339 - Boards and Commissions There were no appointments. 06- 340 - Items Submitted by Council Members '" Motion by Mr. Moody, and seconded by Ms. Psimas, to direct the City Manager's team to do those things necessary to create an effective Parking District for the residents of the Olde Towne South neighborhoods, bounded roughly by County Street on the north; Court Street on the east; 1-264 on the south; and Effingham Street on the west, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None '" Mayor Holley announced Vice Mayor Randall as Chair and Councilman Moody as Vice Chair to the Personnel Committee.
