<br />93-417 - Letter from the recommending adoption of
<br />an ordinance to appropriate $130,000 from the Capital
<br />Improvements Fund for closure of an underground fuel tank and
<br />installation of an above ground tank to service the Civic
<br />Center, and award of the contract to Goode Omega, Inc., the
<br />lowest responsible bidder.
<br />
<br /> "Funds are identified in FY 92-93 of the 1992-97 Capital
<br />Improvement Plan for underground fuel tank replacement as
<br />required by Environmental Protection Agency regulations. Bids
<br />were received on October 12, 1993 (see Attachment No. 1) to
<br />close the existing fuel tank located under the Civic Center with
<br />a cement slurry mixture. An above-ground tank will then be
<br />installed in the Civic Center basement.
<br />
<br />The total cost of the project is itemized as follows=

<br />your approval of this item. With your approval, the balance in
<br />the Capital Improvements Fund will be $10,636,204."

<br /> Motion by Mr. King, and seconded by Mr. Clemons, to adopt
<br />the following ordinance and was adopted by the following vote:

<br />93-418 Letter from the City Manager recommending adoption of
<br />the following ordinance and resolutions pertaining to the
<br />proposed 1994 Community Development Block Grant Program.
<br />
<br /> "At your last meeting, you held a public hearing with the
<br />Commissioners of the Portsmouth Redevelopment and Housing
<br />Authority on the proposed 1994 Community Development Block Grant
<br />Program. I am especially pleased to present this recommendation
<br />to you because there are a variety of activities in the proposed
<br />program which will benefit many areas of the City. Among the
<br />most important is the allocation of $500,000 for the development
<br />of the TCC Arts Center. Next year at this time, there will be
<br />2,000 arts students, plus teachers and administrators in the
<br />former Famous building. This activity, along with the opening
<br />of the Children's Museum of Virginia, will change forever the
<br />face of our downtown central business district.
