216 <br /> <br />October 26, 1993 <br /> <br /> Funding is recommended for development of a single family <br />subdivision near Hattonsville. The $700,000 recommendation is <br />for the required infrastructure. We would work with developers <br />to construct single family housing, similar to what is taking <br />place at Columbia Commons. This project is intended to partly <br />replace housing at Fairwood Homes, where We hope~ the proposed <br />race track will be built. An additional $75,000 is recommended <br />for a smaller single'family subdivision in Prentis Park, <br />between Atlanta and Camden Avenues. <br /> <br /> Opportunity acquisitions will continue in Prentis Place, <br />Cradock, and Park View. This program allows the City to <br />acquire vacant sites and vacant structures inexpensively, and <br />then make them available for the development of new housing for <br />low and moderate income citizens. <br /> <br /> I am recommending funds for an economic development <br />consultant to assist us in preparing an overall plan for the <br />entire city. It has been severai years since the Priority <br />Action Program was adopted. Much has been done to accomplish <br />the recommendations of that effOrt, but it is now time to <br />review our goals in order to ensure that all our economic <br />development efforts are structured so as to take maximum <br />advantage of our opportunities. It is also proposed to develop <br />a business incubator program to help small businesses get a <br />start and become successful. <br /> <br /> Finally, I am recommending property acquisitions in the <br />Hattonsville and Crawford projects. This activity is intended <br />to assemble parcels and market them to potential investors in <br />our city. Through this program, we can recycle property in <br />those areas and develop them to a more productive use. Past <br />experience indicates that jobs are created and City tax <br />collections increase as a result of this type of program. <br /> <br /> I recommend your adoption of a resolution approving the <br />1994 Community Development Block Grant Program. I also <br />recommend that you adopt an ordinance appropriating the 1994 <br />Community Development Block grant entitlement of $1,969,000 and <br />$600,000 in 1994 CD program income, for a total appropriation <br />of $2,569,000. In addition, there will be available $1,536,000 <br />in reprogrammed CD funds for the 1991, 1992, and 1993 CD years, <br />resulting in total availability of $4,105,000 to carry out the <br />progrsan. <br /> <br /> I also recommend adoption of a resolution approving <br />Amendment Number 24 to the Crawford Conservation and <br />Redevelopment Plan. The amendment designates several <br />properties as "to be acquired," thereby allowing the proposed <br />activities in the Crawford area to continue. <br /> <br /> Approval of these items will authorize the City to make <br />application to the Department of Housing and Urban Development <br />for our CDBG funds and to continue the high priority activities <br />which have been identified." <br /> <br /> A. Resolution approving the 1994 Community Development <br />Program of the City of Portsmouth, Virginia, authorizing the <br />City Manager to file documents required to obtain the City's <br />1994 Community Development Block Grant Entitlement. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Griffin, to adopt <br />the following resolution and was adopted by the following vote: <br /> <br /> <br />
