October 26, 1993 <br /> <br /> (c) The facility will be limited to a total of five <br />residents who shall be fifty-five (55) years of age, or older. <br /> <br /> (d) A minimum of three (3) off-street parking spaces <br />shall be provided. <br /> <br /> (e) The applicant shall comply with all applicable codes, <br />ordinances and regulations of federal, state and local <br />governments and shall obtain all necessary licenses and <br />permits." <br /> <br />Albert Fary, attorney for the applicants, provided information <br />on the application for the residential care facility. <br /> <br /> Notion by Mr. King, and seconded by Mr. Clemons, to call <br />for the question, and the previous motion was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, King, Pitts <br />Nays: Hawks, Webb <br /> <br />CITY MANAGER'S REPORT <br /> <br />93-416 - Letter from the City Manager recommending adoption of <br />an Ordinance to appropriate $800,000 from the Capital <br />Improvements Fund for the proposed addition to the City Jail, <br />and award of the contract to Hampton Roads Mechanical <br />Contractors as the responsible low bidder. <br /> <br /> "Funds are included in FY 92-93 of the 1992-97 Capital <br />Improvement Plan for the first phase of the proposed addition <br />to the City Jail. Bids were received on October 12, 1993 (see <br />Attachment No. 1) for the first phase of the work which will <br />include installation of a new HVAC system in Floors 3-8 of the <br />Jail as well as replacement of the domestic hot water supply <br />system. <br /> <br />The total cost of the work is itemized as follows: <br /> <br />Construction Contract <br /> (Hampton Roads Mechanical Contractors) <br />Contract Administration and Inspection <br />Contingencies <br /> <br />$712,422 <br />$ 25,000 <br />$ 62,578 <br /> <br />TOTAL APPROPRIATION REQUIRED <br /> <br />$800,000 <br /> <br /> The Director of Public Works recommends award of a <br />contract to the low bidder, Hampton Roads Mechanical <br />Contractors, and an appropriation in the amount of $800,000. <br /> <br /> I concur with the Director of Public Works and recommend <br />your approval of this item. With your approval, the balance in <br />the Capital Improvements Fund will be $10,766,204." <br /> <br /> Motion by Mr. Epperson, and seconded Mr. Pitts, to adopt <br />the following ordinance and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $800,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR RENOVATIONS AT THE PORTSMOUTH CITY JAIL." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Clemons, to <br />award the contract to Hampton Roads Mechanical Contractors for <br />the proposed addition to the City Jail and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> <br />
