October 26, 1993 (c) The facility will be limited to a total of five residents who shall be fifty-five (55) years of age, or older. (d) A minimum of three (3) off-street parking spaces shall be provided. (e) The applicant shall comply with all applicable codes, ordinances and regulations of federal, state and local governments and shall obtain all necessary licenses and permits." Albert Fary, attorney for the applicants, provided information on the application for the residential care facility. Notion by Mr. King, and seconded by Mr. Clemons, to call for the question, and the previous motion was adopted by the following vote: Ayes: Clemons, Epperson, Griffin, King, Pitts Nays: Hawks, Webb CITY MANAGER'S REPORT 93-416 - Letter from the City Manager recommending adoption of an Ordinance to appropriate $800,000 from the Capital Improvements Fund for the proposed addition to the City Jail, and award of the contract to Hampton Roads Mechanical Contractors as the responsible low bidder. "Funds are included in FY 92-93 of the 1992-97 Capital Improvement Plan for the first phase of the proposed addition to the City Jail. Bids were received on October 12, 1993 (see Attachment No. 1) for the first phase of the work which will include installation of a new HVAC system in Floors 3-8 of the Jail as well as replacement of the domestic hot water supply system. The total cost of the work is itemized as follows: Construction Contract (Hampton Roads Mechanical Contractors) Contract Administration and Inspection Contingencies $712,422 $ 25,000 $ 62,578 TOTAL APPROPRIATION REQUIRED $800,000 The Director of Public Works recommends award of a contract to the low bidder, Hampton Roads Mechanical Contractors, and an appropriation in the amount of $800,000. I concur with the Director of Public Works and recommend your approval of this item. With your approval, the balance in the Capital Improvements Fund will be $10,766,204." Motion by Mr. Epperson, and seconded Mr. Pitts, to adopt the following ordinance and was adopted by the following vote: "AN ORDINANCE TO APPROPRIATE $800,000.00 FROM THE CAPITAL IMPROVEMENTS FUND FOR RENOVATIONS AT THE PORTSMOUTH CITY JAIL." Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None Motion by Mr. Epperson, and seconded by Mr. Clemons, to award the contract to Hampton Roads Mechanical Contractors for the proposed addition to the City Jail and was adopted by the following vote: Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None
