Karen L, RUbin, 9 Alden Avenue, spoke concerning renovations <br />to St. Juliens Creek recreation area. <br /> <br />3. Milton Parker, 23 Appomattox Avenue, spoke concerning <br />negotiations with Navy officials and the Cradock Little League <br />representatives. <br /> <br />4. Jeff Barba, 39 Burtis Street, spoke concerning the <br />maintenance and renovations to St. Juliens Creek recreation <br />area. <br /> <br />5. Paul Clements, 14 Gillis Road, spoke on using the high <br />school field until 1994. <br /> <br />6. J. Brewer Moore, 308 Bobby Jones Drive, spoke in opposition <br />to the CIP. <br /> <br />7. Shawndall Fox, 9 Alden Avenue, spoke on need for a facility <br />to practice. <br /> <br />8. Carlton Carrington, 3 Jamal Court, spoke on ditches along <br />Cavalier Blvd. <br /> <br />9. David Young, 96 Gillis Road, spoke on need for facilities <br />with central location for three or four playing fields for the <br />Cradock Little League. <br /> <br />10. Andrew T. Craven, 18 Connor Place, requested renovations to <br />the St. Julien's Creek facilities. <br /> <br />11. Lloyd Beasley, 3186 Reese Drive, spoke in favor of the CIP. <br /> <br />-UNFINISHED BUSINESS <br /> <br />93-384 Use permits: <br /> <br /> (a) Motion by Mr. Epperson, and seconded by Mr. King, to adopt <br />the following resolution, approved on first reading at the <br />meeting of October 11, 1993, was adopted by the following vote: <br /> <br />I'A RESOLUTION GRANTING A USE PERMIT TO ZION BAPTIST CHURCH FOR <br />THE OPERATION OF A CHURCH BANQUET, KITCHEN, EDUCATION AND <br />SUPPORT SERVICES HALL AT 633 HIGH STREET. <br /> <br /> WHEREAS, Zion Baptist Church has made application pursuant <br />to Section 40-43.1 of the Code of the City of Portsmouth, <br />Virginia, 1988, for the granting of a use permit to operate for <br />church use a banquet hall, kitchen, education hall and support <br />services hall at 633 High Street, Portsmouth, Virginia, as <br />hereinafter-described; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done <br />al/ things required to be done in connection with said <br />application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the <br />granting of said use permit with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> <br />
