<br /> At a Regular Meeting of the City Council held on Tuesday,
<br />October 26, 1993, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M.
<br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C.
<br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart
<br />E. Katz, City Attorney.
<br />
<br /> Reverend Walter C. Hunting, Green Acres Presbyterian
<br />Church, opened the meeting with prayer which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. Epperson, and seconded by Mr. Pitts, the
<br />minutes of a called meeting on October 11, 1993; a Regular
<br />Meeting on October 11, 1993; a Called Meeting on October 12,
<br />1993; and a Regular Meeting on October 12, 1993, be approved,
<br />and was adopted by unanimous vote.

<br />93-411 - Proclamation presented to Jim Thompson, Adult Leader,
<br />Jamie Thompson, Boy Scout, Leonard Hewitt, Cub Scout, Monique
<br />Haythe, Cadette Girl Scout Troop 961 and Erin Shook, Brownie
<br />Girl Scout Troop %171 for "Scouting for Food Day in
<br />Portsmouth."
<br />
<br />93-412 - Presentation of special lapel pins to newly appointed
<br />Boards and Commissions members.

<br />
<br />1. Helen Person, 1314 Green Street, spoke on lead in
<br />Washington Park.
<br />
<br />2. J. Brewer Moore, 308 Bobby Jones Drive, spoke on
<br />surrendering the City Charter.
<br />
<br />3. May H. Wood, 6917 Laigh Road, spoke in opposition of having
<br />the Regional Jail located in the Hattonsville area.
<br />
<br />4. Charles Bowens, II, 408 Beechdale Road, spoke on a
<br />financial donation to assist with the establishing of a
<br />multi-cultural Center in the city.
<br />
<br />5. D. P. Cromwell, 1934 Laigh Circle, spoke on ha~ing a ditch
<br />cleaned on Laigh Road.
<br />
<br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to
<br />suspend the rules to permit J. Thomas Berm, III, to speak,
<br />despite his not having submitted a speaker card and was
<br />approved by unanimous vote.
<br />
<br />6. J. Thomas Berm, III, 115 West Road, spoke in favor of the
<br />CIP.
