October 26, 1993 <br /> <br /> 1. That the use for which the use permit <br />hereinafter-described is sought: <br /> <br /> (a) WilI not adversely affect the health and safety of <br />persons residing or working in the neighborhood of the proposed <br />use; <br /> <br /> (b) Will not be detrimental to the public use or <br />injurious to the property or improvements in the neighborhood; <br /> <br /> (c) Will be provided with sufficient landscaping to <br />insure compatibility with surrounding uses; <br /> <br /> (d) Will be a project that will be developed according to <br />a plan for parking, driveways, and curb cuts which wilt provide <br />for safe and convenient traffic movement; and <br /> <br /> (e) Will be in accordance with the purposes of the City <br />of Portsmouth Zoning Ordinance. <br /> <br /> 2. That Zion Baptist Church is hereby granted a use <br />permit pursuant to Section 40-43.1 of the Code of the City of <br />Portsmouth, Virg~nla, 1988, for the operation for church use of <br />a banquet hall, kitchen, education hall and support services <br />hall on property located at 633 High Street, and being more <br />particularly described as: <br /> <br />UP-93-9 <br /> <br />Beginning at the southeast corner of High Street and Green <br />Street; thence east along the south right-of-way of High Street <br />60 feet to a Point; thence south 115 feet to a point;thence <br />west 60 feet to the east right-of-way line of Green Street; <br />thence north along said right-of-way 115 feet to High Street, <br />to the point of origin. <br /> <br /> 3. That this use permit is approved subject to the <br />following conditions: <br /> <br /> (a) The applicant shall limit its activities at 633 High <br />Street to those of a banquet hall, kitchen, education and <br />support services hall for Zion Baptist Church. <br /> <br /> (b) The applicant shall comply with all applicable codes, <br />ordinances and regulations of federal, state and local <br />goverrnnents and shall obtain all necessary licenses and <br />permits, including approval by the Downtown D-1 Commission of <br />any exterior changes to the building." <br /> <br />Ayes: Clemons, Epperson, Griffin, King <br />Nays: Hawks, Pitts, Webb <br /> <br /> (b) Motion by Mr. King, and seconded by Mr. Clemons, to adopt <br />the following resolution, approved on first reading at the <br />meeting of October 11, 1993. <br /> <br /> <br />
