November 23, 1993 <br /> <br />(b) The density of the project doss not exceed the maximum <br />allowable density for the zoning district and, where <br />applicable, the floor-area ratio of the project does not exceed <br />the maximum allowable floor-area ratio for the zoning district; <br /> <br />(c) The project as a whole conforms to applicable requirements <br />for minimum required floor area for dwelling units, minimum <br />allowable area for dwelling units, maximum allowable area for <br />the number of dwelling units, and the maximum allowable area <br />devoted to residential purposes; <br /> <br />(d) The quantity, quality, utility, size and type of the <br />pro]ect's open space and landscaping improvements is sufficient <br />to offset the decreases in dimensional requirements or other <br />deviations from the zoning district in which the project is <br />located; <br /> <br />(e) The project's internal traffic circulation system is <br />adequate to provide for the convenient and safe movement of <br />vehicles and pedestrians, and the project will not cause <br />surrounding streets and roads to exceed their safe capacities; <br /> <br />(f) The quantity, quality, utility and type of the project's <br />community and common facilities are sufficient to offset the <br />decreases in dimensional requirements and other deviations from <br />the zoning district ~n which the project is located; <br /> <br />(g) The project complies with the standards for approval of,a <br />use permit set forth in Section 40-106 of the Code of the City <br />of Portsmouth, Virginia; and <br /> <br />(h) The project provides parking, building access and pathways <br />for persons with disabilities in accordance with the <br />requirements of the Americans with Disabilities Act. <br /> <br />2. That a group housing use permit for the construction of <br />thirty-eight (38) townhouse units on Candlelight Lane and <br />Lantern Way on a portion of Tax Map 709, Parcels 6-14, 46.1 and <br />46.2 is hereby granted to The Creative Group, Inc., subject to <br />the following terms and conditions: <br /> <br />(a) The group housing project shall be limited to thirty-eight <br />(38) townhouse condominium units or fee s~mple townhouses. <br /> <br />(b) The exterior of the townhouses shall utilize architectural <br />designs and details employed in the "Heather Glen" townhouse <br />project in Hampton, Virginia. Additional models and <br />architectural changes may be approved by the Planning <br />Commission prior to the issuance of a building permit. <br /> <br />(c) The end unit on Lot i shall have brick facing on its end <br />facing River Points Drive. Fireplaces and brick ends on other <br />buildings shall be available as options to prospective <br />purchasers. <br /> <br />(d) The applicant shall use brick on the front facades of the <br />buildings in similar proportions to the use of brick on the <br />existing Lanterns Townhouses. A revised plan showing the <br />actual proposed placement of brick must be approved by the <br />Planning Director prior to site plan approval. <br /> <br />(e) The applicant shall install fencing around the rear yards <br />of Lots I through 4 and Lots 45 through 54 of a style similar <br />to that employed in the existing Lanterns Townhouses. <br /> <br /> <br />
