(f) A revised sate plan, Iandscaping plan and elevations reflecting any changes made through the group housing application process, including any changes approved by City Council, must be Submitted to the Planning Department for review and approval prior to the issuance of any building permit. (g) The applicant shall utilize all building materials and features as outlined in its letter dated November 2, 1993, and attachments thereto to Planning Commission Chairperson, Susan Taylor Hansen. (h) A Landscaping Group 2 buffer shall be planted along River Pointe Drive prior to 25% occupancy of the project. (i) The site plan must comply with all requirements of the Chesapeake Bay Preservation Area Overlay Ordinance (Chapter 9.1) and the Tree Replacement Ordinance (Chapter 36) of the Code of the City of Portsmouth. (j) The applicant shall comply with all applicable codes, ordinances, and regulations of federal, state and local governments and shall obtain all necessary licenses and permits... Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 93-428 - CEAS (c) Motion by Mr. King, and seconded by Mr. Griffin, the following resolution, approved on first reading at the meeting of November 8, 1993, was adopted and by the following vote: "A RESOLUTION ENDORSING A COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY AND AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION AND OTHER NECESSARY DOCUMENTATION FOR FUNDING. WHEREAS, the Council of the City of Portsmouth, Virginia, recognized the need to have a five (5) year strategy to provide affordable housing in Portsmouth, Virginia; and WHEREAS, the national Affordable Housing Act of 1990 and HUD 24 CFR Part 91 require the formulation of a document which constitutes a Comprehensive Housing Affordability Strategy and incorporates a housing analysis, all housing related activities, and funding sources to address housing needs; and WHEREAS, the Planning Co~mission of the City of Portsmouth has held an advertised public hearing on this matter and after which recommended the City Council's adoption of this plan; and WHEREAS, the Portsmouth City Council has advertised and held a public hearing on this matter; and WHEREAS, the City Manager of the City of Portsmouth, Virginia, has formulated such a document embodying the City of Portsmouth's Comprehensive Housing Affordability Strategy for 1994-1998 and its annual plan. BE IT FURTHER RESOLVED that the Council of the City of Portsmouth, Virginia, authorized the City Manager to plan, budget, and apply for eligibility for related major housing progra~ns and to submit any application or other necessary documentation, certifications or assurances to obtain approval or acceptance by the United States Department of Housing and Urban Development (HUD)."
