(f) A revised sate plan, Iandscaping plan and elevations <br />reflecting any changes made through the group housing <br />application process, including any changes approved by City <br />Council, must be Submitted to the Planning Department for review <br />and approval prior to the issuance of any building permit. <br /> <br />(g) The applicant shall utilize all building materials and <br />features as outlined in its letter dated November 2, 1993, and <br />attachments thereto to Planning Commission Chairperson, Susan <br />Taylor Hansen. <br /> <br />(h) A Landscaping Group 2 buffer shall be planted along River <br />Pointe Drive prior to 25% occupancy of the project. <br /> <br />(i) The site plan must comply with all requirements of the <br />Chesapeake Bay Preservation Area Overlay Ordinance (Chapter 9.1) <br />and the Tree Replacement Ordinance (Chapter 36) of the Code of <br />the City of Portsmouth. <br /> <br />(j) The applicant shall comply with all applicable codes, <br />ordinances, and regulations of federal, state and local <br />governments and shall obtain all necessary licenses and <br />permits... <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-428 - CEAS <br /> <br />(c) Motion by Mr. King, and seconded by Mr. Griffin, the <br />following resolution, approved on first reading at the meeting <br />of November 8, 1993, was adopted and by the following vote: <br /> <br />"A RESOLUTION ENDORSING A COMPREHENSIVE HOUSING AFFORDABILITY <br />STRATEGY AND AUTHORIZING THE CITY MANAGER TO SUBMIT AN <br />APPLICATION AND OTHER NECESSARY DOCUMENTATION FOR FUNDING. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />recognized the need to have a five (5) year strategy to provide <br />affordable housing in Portsmouth, Virginia; and <br /> <br /> WHEREAS, the national Affordable Housing Act of 1990 and <br />HUD 24 CFR Part 91 require the formulation of a document which <br />constitutes a Comprehensive Housing Affordability Strategy and <br />incorporates a housing analysis, all housing related activities, <br />and funding sources to address housing needs; and <br /> <br /> WHEREAS, the Planning Co~mission of the City of Portsmouth <br />has held an advertised public hearing on this matter and after <br />which recommended the City Council's adoption of this plan; and <br /> <br /> WHEREAS, the Portsmouth City Council has advertised and <br />held a public hearing on this matter; and <br /> <br /> WHEREAS, the City Manager of the City of Portsmouth, <br />Virginia, has formulated such a document embodying the City of <br />Portsmouth's Comprehensive Housing Affordability Strategy for <br />1994-1998 and its annual plan. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth, Virginia, authorized the City Manager to plan, <br />budget, and apply for eligibility for related major housing <br />progra~ns and to submit any application or other necessary <br />documentation, certifications or assurances to obtain approval <br />or acceptance by the United States Department of Housing and <br />Urban Development (HUD)." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> <br />
