<br />June 13, 2006 <br /> <br />"ORDINANCE APPROPRIATING $60,420 IN THE FY 2005-2006 GENERAL FUND <br />OPERATING BUDGET FROM "FOUR FOR LIFE" FUNDS RECEIVED FROM THE <br />COMMONWEALTH OF VIRGINIA OFFICE OF EMERGENCY MEDICAL SERVICES <br />TO BE USED BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES FOR TRAINING AND THE PURCHASE OF AMBULANCE AND MEDICAL <br />SUPPLIES AND EQUIPMENT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 260 - Adoption of an ordinance to accept a grant award in the amount of $1,000 <br />from Sam's Club, and to appropriate the same amount for acquisition of equipment and <br />other supplies or equipment needed for the Community Emergency Response Team <br />(CERT) Program. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. This is the third $1,000 grant award that the Portsmouth Department of Fire, <br />Rescue and Emergency Services has received from the Sam's Club Foundation for the <br />Safe Heroes Program. <br />. This grant will be utilized specifically for the Community Emergency Response <br />Team Program that is led by Fire Captain H. M. "Monty" Gilbert. <br />. CERT is a training program that prepares citizens to help themselves, their <br />families, and their neighbors in the event of a disaster where emergency services <br />personnel are unable to respond immediately. Additionally, the CERT members may be <br />integrated into the emergency response capabilities for their communities and/or <br />citywide. <br />. The CERT Program is in need of two generators. One generator will provide <br />power to the Portsmouth Amateur Radio CERT Trailer, and the other will be used for <br />other types of emergency activities as needed. <br /> <br />Discussion: <br />. The CERT Program currently has 70 trained citizens and has two utility trailers <br />stored and equipped at the Cradock Fire Station. <br />. The generator will be purchased from Sam's Club. Remaining funds will be <br />used to acquire other needed supplies and equipment. <br />. Financial Impact: There is no local cash match required. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept a grant award in the amount of $1,000 from the <br />Sam's Club Foundation, and to appropriate the same amount for acquisition of a <br />generator and other supplies or equipment needed for the Community Emergency <br />Response Team (CERT) Program. There is no local cash match required. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Acquisition of generator. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $1,000 IN FUNDS FROM SAM'S CLUB AND <br />APPROPRIATING SAID SUM IN THE FY 2005-2006 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES FOR THE <br />COMMUNITY EMERGENCY RESPONSE TEAM PROGRAM." <br />
