The CFO will ensure that the budget action needed to increase the total <br />appropriations in the General Fund by $2,222,398 is processed immediately upon <br />adoption of the ordinance. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND THE CITY'S FY 2005-2006 GENERAL FUND OPERATING <br />BUDGET TO INCREASE THE ESTIMATED REVENUES AND EXPENDITURES BY <br />THE SUM OF $2,222,398 TO PROVIDE FOR OPERATING TRANSFERS TO THE <br />DONATIONS, COMPREHENSIVE SERVICES ACT, AND CAPITAL IMPROVEMENT <br />FUNDS AND THE PAYMENT OF OTHER OPERATING COSTS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 259 - Adoption of an ordinance to accept the grant award of $60,420, and to <br />appropriate the same amount under the "Four for Life" program administered by the <br />Portsmouth Department of Fire, Rescue and Emergency Services. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Background: <br />. In 1983, the General Assembly established a special fund to be used only for <br />emergency medical service purposes by imposing a $1.00 fee to the registration of <br />motor vehicles. It became known as the "One for Life" fund. In 1990, a bill was passed <br />to increase the fee to $2.00, and it was commonly referred to as the "Two for Life" <br />program. In 2002, the fee was increased to $4.00 and has since been known as the <br />"Four for Life" program, which can be found in the Code of Virginia 46.2-694. <br />. The purpose of this program is to provide funding for the training of emergency <br />medical service personnel and for the purchase of necessary medical equipment and <br />supplies by localities. <br /> <br />Discussion: <br />. The Office of Emergency Medical Services of the Commonwealth of Virginia has <br />awarded the City of Portsmouth $60,420 from the "Four for Life" fund for fiscal year <br />2006 upon submission of the Report of Expenditures for 2005. This report has been <br />submitted. <br />. The City plans to use the funds to purchase two powered ambulance cots and <br />other medical supplies and equipment. The powered ambulance cots will decrease the <br />number of work-related injuries to our paramedics and provide a safer working <br />environment for them. Funds will also be used for the training of emergency medical <br />personnel. <br />. Financial Impact: There is no local cash match required. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept the grant award of $60,420, and to appropriate the <br />same amount under the "Four for Life" program administered by the Portsmouth <br />Department of Fire, Rescue and Emergency Services.
