Friends of the Juvenile and Domestic Court <br /> <br />It is recommended to City Council that the five (5) named organizations be funded at <br />100% of the City's FY-2006 budget allocation levels. This level will be an increase of <br />$107,000 with a total funding level of the Portsmouth's Humanitarian category of <br />$214,000 in the FY-2007 budget. <br /> <br />06 - 253 <br /> <br />Public hearing on proposed ordinances to amend and increase the FY <br />2005-2006 Operating Budget and Capital Improvement Program (CIP). <br /> <br />06 - 254 - Public hearing on a group housing use permit application: <br /> <br />(a) GHP-06-07 <br /> <br />COUNTY STREET CORRIDOR - Portsmouth Redevelopment and <br />Housing Authority requests a group housing use permit for a 57- <br />unit complex for the redevelopment of Jeffry Wilson. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to concur with the <br />recommendation of the Planning Commission that GHP-06-07 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Speakers Forum - <br /> <br />06 - 255 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. E. G. Corprew, 1822 Portsmouth Boulevard, asked that citizens be informed as to <br />when Items 06-256 and 06-257 will be coming back for consideration by Council. <br /> <br />2. Clyde Toler, 1029 Blair Street, congratulated Ms. White, City Clerk, on her success <br />in bringing the Fleet Reserve together for the Memorial Day Parade and thanked Dr. <br />Patton, Deputy City Manager, for her prompt response with regards to a concern he <br />brought to her attention. He also spoke on various issues from Council to concerns <br />in his neighborhood. <br /> <br />3. Horace Savage, Jr., 600 Crawford Street, thanked Council for restoring funding that <br />was cut from the Friends of the Juvenile and Domestic Court budget. <br /> <br />4. Lee Jacobson, 1909 Redgate Drive, suggested that the City erect a monument to <br />honor fallen police officers. <br /> <br />5. Janice Hargrove, 852 Philpotts Road, Norfolk, gave a letter to City <br />Manager Oliver concerning a private matter. <br /> <br />6. Alvah Owens, 1604 North Street, updated Council on the Yard of the Month Award <br />and Clean the Bay Day. <br /> <br />7. Martha Ann Creecy, 317 Dinwiddie Street, voiced her concern with regards to <br />contractors blowing grass cuttings in the storm drains. She also informed Council of <br />the success of Clean the Bay Day. <br />
