Friends of the Juvenile and Domestic Court It is recommended to City Council that the five (5) named organizations be funded at 100% of the City's FY-2006 budget allocation levels. This level will be an increase of $107,000 with a total funding level of the Portsmouth's Humanitarian category of $214,000 in the FY-2007 budget. 06 - 253 Public hearing on proposed ordinances to amend and increase the FY 2005-2006 Operating Budget and Capital Improvement Program (CIP). 06 - 254 - Public hearing on a group housing use permit application: (a) GHP-06-07 COUNTY STREET CORRIDOR - Portsmouth Redevelopment and Housing Authority requests a group housing use permit for a 57- unit complex for the redevelopment of Jeffry Wilson. Vision Principle: Neighborhood and Community Transformation. Motion by Mr. Moody, and seconded by Ms. Psi mas, to concur with the recommendation of the Planning Commission that GHP-06-07 be approved on first reading, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None - Speakers Forum - 06 - 255 Public Comment (Agenda/Non-Agenda). 1. E. G. Corprew, 1822 Portsmouth Boulevard, asked that citizens be informed as to when Items 06-256 and 06-257 will be coming back for consideration by Council. 2. Clyde Toler, 1029 Blair Street, congratulated Ms. White, City Clerk, on her success in bringing the Fleet Reserve together for the Memorial Day Parade and thanked Dr. Patton, Deputy City Manager, for her prompt response with regards to a concern he brought to her attention. He also spoke on various issues from Council to concerns in his neighborhood. 3. Horace Savage, Jr., 600 Crawford Street, thanked Council for restoring funding that was cut from the Friends of the Juvenile and Domestic Court budget. 4. Lee Jacobson, 1909 Redgate Drive, suggested that the City erect a monument to honor fallen police officers. 5. Janice Hargrove, 852 Philpotts Road, Norfolk, gave a letter to City Manager Oliver concerning a private matter. 6. Alvah Owens, 1604 North Street, updated Council on the Yard of the Month Award and Clean the Bay Day. 7. Martha Ann Creecy, 317 Dinwiddie Street, voiced her concern with regards to contractors blowing grass cuttings in the storm drains. She also informed Council of the success of Clean the Bay Day.
