<br />At a Regular Meeting of the City Council on Tuesday, June 13, 2006 there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr.,
<br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilwoman Marlene W. Randall, opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley asked for a moment of silence to honor the passing of Dr.
<br />Clarence Cuffee, City Manager, Chesapeake, VA.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to approve the minutes
<br />of a Called Meeting on May 22, 2006, of a Called Meeting on May 23, 2006, and of a
<br />Regular Meeting on May 23, 2006, and was adopted by the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None

<br />06 - 252 - Presentations:

<br />. Proclamation presented to Carl Little for "Special Olympics Day".
<br />
<br />. Presentation to the City of Portsmouth Fire, Police, and Sheriff's Departments and
<br />the DAC Center from the March of Dimes.
<br />
<br />. Proclamation presented to Mr. Richard S. "Bullet" Alexander.
<br />
<br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to change the order of
<br />business of the agenda to consider Items 06-256 and 06-257, under the City
<br />Manager's Report, immediately prior to Public Hearing Item 06-253, and was adopted
<br />by the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Mr. Smith, and seconded by Ms. Psi mas, to withdraw Items 06-256
<br />and 06-257 from the agenda, and was adopted by the following vote:

<br />The following report was read by Vice Mayor Moody:
<br />
<br />Vice Mayor Moody and Councilwoman Psimas, as liaisons to the Civic
<br />Organization funding, along staff reviewed the new organization's Portsmouth
<br />Humanitarian category in the FY-2007 budget and it was determined that there were
<br />five (5) organizations distinctive to Portsmouth in the Portsmouth Humanitarian
<br />category. These organizations provide core services primarily to Portsmouth citizens.
<br />The Humanitarian category is defined as groups whose mission is to eliminate the
<br />suffering of people and aide in times of hardship and disasters. The five (5)
<br />organizations are:
