<br />May 23. 2006 <br /> <br />Next Steps Following Council Action: <br />. To ensure that the appropriate City employees receive disaster recovery costs <br />training to secure full reimbursement from State and Federal sources following a major <br />emergency. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION DESIGNATING THE CITY'S CHIEF FINANCIAL OFFICER AS THE <br />CITY'S AUTHORIZED AGENT FOR FEDERAL DISASTER RELIEF PURPOSES. <br /> <br />WHEREAS, both State and Federal laws require that public entities authorize an <br />agent to provide assurances, agreements, and data for all matters pertaining to federal <br />disaster relief; and <br /> <br />WHEREAS, in the past the City designated the Deputy City Manager for Finance <br />as the City's authorized agent for federal disaster relief purposes; and <br /> <br />WHEREAS, the City position of Deputy City Manager for Finance has been <br />eliminated, and the responsibilities of that former position have been allocated to the <br />position of the Chief Financial Officer; and <br /> <br />WHEREAS, in order to eliminate any confusion and delay in obtaining federal <br />disaster relief in the future, it is necessary to designate the Chief Financial Officer as the <br />City's authorized agent for federal disaster relief purposes. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City's Chief Financial Officer be, and hereby is, designated as the City's <br />authorized agent for federal disaster relief purposes with the authority to provide <br />assurances, agreements, and data for all matters pertaining to federal disaster relief." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 240 - Adoption of a resolution to designate the Chief Financial Officer as the City's <br />authorized agent to provide to the Commonwealth and to the Office of Justice Programs <br />all matters pertaining to federal financial assistance as may be required by certain grant <br />programs. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. Both State and Federal laws require that "public entities" authorize an agent to <br />provide all information as may be needed for federal grant programs under the Office of <br />Justice Programs, National Domestic Preparedness Office, as administered by the <br />Commonwealth of Virginia. <br />. These grant programs are generally funded through the U. S. Department of <br />Homeland Security. <br /> <br />Discussion: <br />. The City must comply with requests for information and file regular reports to the <br />Commonwealth of Virginia to receive federal financial assistance under the Office of <br />Justice Programs. <br />. The purpose of this resolution is to appoint an authorized agent who will have the <br />responsibility of providing accurate information to the State and to the as it pertains to <br />requirements under the grant programs. <br />. Some of the major grant programs include the State Homeland Security Grant <br />Program, Citizens Corps Grant Program, Assistance to Firefighters Grant Program, and <br />the Law Enforcement Terrorism Prevention Program, etc. <br />. Financial Impact: The authorized agent will be responsible for submitting all <br />required information as required through the grant programs. <br />
