May 23. 2006 WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, religion, familial status, handicap, sex or national origin; and WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that the said Amendment be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That regarding Amendment No. 38, it is hereby found: (a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, Virginia, can be better achieved by the adoption of said Amendment to the Plan. (b) That Amendment No. 38 meets the requirements of a plan for an urban renewal project pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as amended. 2. That Amendment No. 38, having been duly reviewed and considered, is hereby approved and adopted, and the City Clerk is hereby directed to file a copy of said Amendment with the minutes of this meeting." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 06 - 239 - Adoption of a resolution to designate the Chief Financial Officer as the City's authorized agent for State and Federal disaster relief purposes. Vision Principle: Neighborhood and Community Transformation. Background: . Both State and Federal laws require that "public entities" authorize an agent to provide assurances, agreements, and data for all matters pertaining to federal disaster relief. . Currently, the "Deputy City Manager for Finance" is designated as the authorized agent for Federal Disaster Relief purposes, but this position no longer exists within the City organization. Discussion: . The City must be prepared to coordinate with state and federal officials to obtain needed manpower, equipment, and financial resources during both during response period of a major emergency when such assistance can save lives and protect property, and during the post-disaster recovery period to help the victims of a disaster. . The purpose of this resolution is to update the authorized agent who will have the responsibility of providing accurate information to the State and to the Federal Emergency Management Agency as it pertains to state and federal disaster assistance. . This resolution will be kept on file in the City's Emergency Operations Plan. . Financial Impact: The authorized agent will be responsible for submitting all required information for reimbursement from both State and Federal sources following a major emergency or disaster in the City of Portsmouth.
