<br />May 23. 2006 <br /> <br />WHEREAS, this Council is cognizant of the conditions that are imposed by the <br />provisions of the Housing and Community Development Act of 1974, as amended, <br />including those prohibiting discrimination because of race, age, color, religion, familial <br />status, handicap, sex or national origin; and <br /> <br />WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />inhabitants that the said Amendment be approved. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That regarding Amendment No. 38, it is hereby found: <br /> <br />(a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, <br />Virginia, can be better achieved by the adoption of said Amendment to the Plan. <br /> <br />(b) That Amendment No. 38 meets the requirements of a plan for an urban <br />renewal project pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as <br />amended. <br /> <br />2. That Amendment No. 38, having been duly reviewed and considered, is <br />hereby approved and adopted, and the City Clerk is hereby directed to file a copy of <br />said Amendment with the minutes of this meeting." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 239 - Adoption of a resolution to designate the Chief Financial Officer as the City's <br />authorized agent for State and Federal disaster relief purposes. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Background: <br />. Both State and Federal laws require that "public entities" authorize an agent to <br />provide assurances, agreements, and data for all matters pertaining to federal disaster <br />relief. <br />. Currently, the "Deputy City Manager for Finance" is designated as the authorized <br />agent for Federal Disaster Relief purposes, but this position no longer exists within the <br />City organization. <br /> <br />Discussion: <br />. The City must be prepared to coordinate with state and federal officials to obtain <br />needed manpower, equipment, and financial resources during both during response <br />period of a major emergency when such assistance can save lives and protect property, <br />and during the post-disaster recovery period to help the victims of a disaster. <br />. The purpose of this resolution is to update the authorized agent who will have the <br />responsibility of providing accurate information to the State and to the Federal <br />Emergency Management Agency as it pertains to state and federal disaster assistance. <br />. This resolution will be kept on file in the City's Emergency Operations Plan. <br />. Financial Impact: The authorized agent will be responsible for submitting all <br />required information for reimbursement from both State and Federal sources following a <br />major emergency or disaster in the City of Portsmouth. <br /> <br />Staff Recommends: <br />Adoption of a resolution to designate the Chief Financial Officer as the City's authorized <br />agent for State and Federal disaster relief purposes. Vision Principle: Neighborhood <br />and Community Transformation. <br />
