<br />May 23. 2006 <br /> <br />Staff Recommends: <br />Adoption of a resolution to designate the Chief Financial Officer as the City's authorized <br />agent to provide to the Commonwealth and to the Office of Justice Programs all matters <br />pertaining to federal financial assistance as may be required by certain grant programs. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Continue to monitor grants compliance through the City's grant process. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION DESIGNATING THE CHIEF FINANCIAL OFFICER AS THE CITY'S <br />AUTHORIZED AGENT TO PROVIDE INFORMATION FOR CERTAIN FEDERAL <br />OFFICE OF JUSTICE PROGRAMS ADMINISTERED BY THE COMMONWEALTH OF <br />VIRGINIA. <br /> <br />WHEREAS, both State and Federal laws require that public entities authorize an <br />agent to provide all information as may be needed for federal Office of Justice Programs <br />grant programs administered by the Commonwealth of Virginia; and <br /> <br />WHEREAS, the City must comply with requests for information and file regular <br />reports to the Commonwealth of Virginia to receive federal financial assistance under <br />the Office of Justice Programs; and <br /> <br />WHEREAS, the City's Chief Financial Officer is best equipped to provide such <br />financial data and other information as may be required in order to qualify for and to <br />obtain such federal grants. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City's Chief Financial Officer be, and hereby is, designated as the City's <br />authorized agent with the responsibility of providing accurate information to the State <br />and to federal government as it pertains to the requirements of federal Office of Justice <br />Programs grant programs." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />06 - 241 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />06 - 242 - Items Submitted by Council Members <br /> <br />'" Councilwoman Psimas announced the following upcoming events for the <br />Memorial Day Weekend: <br />May 27, 2006 the Elizabeth River Run will take place benefiting the <br />expansion of the Portsmouth Children's Museum. <br />Also on May 27, 2006 Family Fun Day will begin at noon and end at 5:00 <br />p.m. at the Lightship Portsmouth and Naval Shipyard Museums. <br />May 28, 2006 there will be a free patriotic concert by the U. S. Air Force <br />Heritage Band, 3:00 p.m. at Willett Hall. <br />Monday, May 29, 2006 the 122nd Remembrance Memorial Day Parade will <br />begin 11 :00 a.m. at Crawford and Columbia Streets. After the parade <br />concludes, there will be more Memorial Day activities at the Naval <br />Shipyard Museum and the Lightship Portsmouth. <br />
