That the Conservation and Redevelopment Plan for the Cradock <br />Conservation and Redevelopment Project, having been duly reviewed and considered, <br />is hereby approved and adopted, and the City Clerk is hereby directed to file a copy of <br />said Plan with the minutes of this meeting." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 238 - Adoption of a resolution approving Amendment #38 to the Crawford <br />Conservation and Redevelopment Plan. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. The Portsmouth Redevelopment and Housing Authority has continued to target <br />blighted areas in the Crawford project for redevelopment of new affordable <br />homeownership and rental opportunities in conjunction with the Ida Barbour and Jeffry <br />Wilson HOPE VI projects. <br /> <br />Discussion: <br />. Proposed Amendment Number 38 to the Crawford Plan designates as "To Be <br />Acquired" the following five (5) properties: 1404 South Street, 1104 Godwin Street, 1425 <br />Clifford Street, 1416 South Street, and 1113 Richmond Avenue. <br />. The proposed amendment would be in compliance with the 2007 Action Plan <br />reflecting acquisition, relocation and demolition of these properties. <br />. By adopting this Resolution, City Council will be authorizing the City to further the <br />redevelopment of the Crawford area by removing blighting influences and providing <br />opportunities for new affordable housing. <br /> <br />Staff Recommends: <br />Adoption of a resolution approving Amendment #38 to the Crawford Conservation and <br />Redevelopment Plan. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Following Council's adoption of Amendment #38 to the Crawford Conservation <br />and Redevelopment Plan, along with HUD's approval of the 2007 Action Plan, the <br />Portsmouth Redevelopment and Housing Authority will proceed with acquisition, <br />relocation and demolition using 2007 Community Development Block Grant funds. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION APPROVING AMENDMENT NO. 38 TO THE CRAWFORD <br />CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRAWFORD URBAN <br />RENEWAL PROJECT. <br /> <br />WHEREAS, this Council by resolution adopted August 1, 1967, approved a <br />Conservation and Redevelopment Plan for the Crawford Urban Renewal Project, <br />Portsmouth, Virginia (Plan) and has approved subsequent amendments thereto; and <br /> <br />WHEREAS, there has been presented to this body for consideration and <br />approval a copy of an amended Plan (Amendment 38) consisting of 13 pages and four <br />exhibits for the project area; and <br /> <br />WHEREAS, Amendment No. 38 proposes to designate additional properties as <br />"To Be Acquired"; and <br />
