May 23. 2006 Staff Recommends: Adoption of a resolution approving the Cradock Conservation and Redevelopment Plan. Vision Principle: Neighborhood and Community Transformation. Next Steps Following Council Action: . Following Council's adoption of the Cradock Conservation and Redevelopment Plan, along with the HUD approval of the 2007 Action Plan, the Portsmouth Redevelopment and Housing Authority will proceed with acquisition, relocation and demolition using 2007 Community Development Block Grant funds. Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION APPROVING THE CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRADOCK CONSERVATION AND REDEVELOPMENT PROJECT. WHEREAS, there has been presented to the City Council for consideration and approval, a copy of a Conservation and Redevelopment Plan for the Cradock Conservation and Redevelopment Project ("the Plan"), which Plan addresses the deterioration and blight within the Conservation Project Area and the Redevelopment Project Area ("the Project Areas"), as defined in the Plan; and WHEREAS, the Project Areas, which have been determined to be in states of deterioration or blight, are to be conserved andlor redeveloped in accordance with the Plan; and WHEREAS, the Plan provides an outline for the conservation andlor redevelopment of the Project Areas and is sufficiently complete to satisfy the required elements set out in Sections 36-51 and 36-51.1 of the Code of Virginia, 1950, as amended; and WHEREAS, the Plan provides for relocation payments pursuant to applicable law; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, religion, familial status, handicap, sex or national origin; and WHEREAS, in the judgment of this Council, it is in the interest of the City and its citizens that said Plan be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it is hereby found and determined that the Project Areas are in states of deterioration or blight pursuant to Chapter 1 of the Title 36 of the Code of Virginia, 1950, as amended (the "Act"). 2. That regarding the adoption of the Conservation and Redevelopment Plan for the Cradock Conservation and Redevelopment Project, it is hereby found: (a) That the objectives of the Cradock Conservation and Redevelopment Project in the City of Portsmouth, Virginia, can be better achieved by the adoption of the Plan; and (b) That the Plan meets the requirements of a plan for conservation and redevelopment projects pursuant to the Act.
