<br />May 23. 2006 <br /> <br />Staff Recommends: <br />Adoption of a resolution approving the Cradock Conservation and Redevelopment Plan. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Following Council's adoption of the Cradock Conservation and Redevelopment <br />Plan, along with the HUD approval of the 2007 Action Plan, the Portsmouth <br />Redevelopment and Housing Authority will proceed with acquisition, relocation and <br />demolition using 2007 Community Development Block Grant funds. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION APPROVING THE CONSERVATION AND REDEVELOPMENT PLAN <br />FOR THE CRADOCK CONSERVATION AND REDEVELOPMENT PROJECT. <br /> <br />WHEREAS, there has been presented to the City Council for consideration and <br />approval, a copy of a Conservation and Redevelopment Plan for the Cradock <br />Conservation and Redevelopment Project ("the Plan"), which Plan addresses the <br />deterioration and blight within the Conservation Project Area and the Redevelopment <br />Project Area ("the Project Areas"), as defined in the Plan; and <br /> <br />WHEREAS, the Project Areas, which have been determined to be in states of <br />deterioration or blight, are to be conserved andlor redeveloped in accordance with the <br />Plan; and <br /> <br />WHEREAS, the Plan provides an outline for the conservation andlor <br />redevelopment of the Project Areas and is sufficiently complete to satisfy the required <br />elements set out in Sections 36-51 and 36-51.1 of the Code of Virginia, 1950, as <br />amended; and <br /> <br />WHEREAS, the Plan provides for relocation payments pursuant to applicable <br />law; and <br /> <br />WHEREAS, this Council is cognizant of the conditions that are imposed by the <br />provisions of the Housing and Community Development Act of 1974, as amended, <br />including those prohibiting discrimination because of race, age, color, religion, familial <br />status, handicap, sex or national origin; and <br /> <br />WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />citizens that said Plan be approved. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That it is hereby found and determined that the Project Areas are in states <br />of deterioration or blight pursuant to Chapter 1 of the Title 36 of the Code of Virginia, <br />1950, as amended (the "Act"). <br /> <br />2. That regarding the adoption of the Conservation and Redevelopment Plan <br />for the Cradock Conservation and Redevelopment Project, it is hereby found: <br /> <br />(a) That the objectives of the Cradock Conservation and Redevelopment <br />Project in the City of Portsmouth, Virginia, can be better achieved by the adoption of the <br />Plan; and <br /> <br />(b) That the Plan meets the requirements of a plan for conservation and <br />redevelopment projects pursuant to the Act. <br />
