<br />May 23. 2006 <br /> <br />WHEREAS, the required public hearing has been held and the City Council has <br />reviewed the proposed Community Planning and Development 2007 Action Plan ("2007 <br />Action Plan"); and <br /> <br />WHEREAS, it is necessary that this Council take official action regarding the <br />2007 Action Plan to comply with the regulations of the aforementioned Acts; and <br /> <br />WHEREAS, this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the community planning and <br />development programs; and <br /> <br />WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br />WHEREAS, this Council has found that the proposed 2007 Action Plan IS <br />appropriate to meet the needs of the City and, therefore, is acceptable. <br /> <br />NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the proposed Community Planning and Development 2007 Action Plan <br />having been reviewed and considered, said Plan be and hereby is approved as final in <br />all respects, and the City Manager is hereby authorized to file any additional information <br />as may be required with the Department of Housing and Urban Development in order to <br />obtain funding for the programs addressed in the Plan. <br /> <br />BE IT FURTHER RESOLVED that the City Manager is designated as the <br />certifying officer and authorized representative of the City of Portsmouth and shall <br />provide assurances as required of the locality by the Acts for the approval of the <br />Program." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 237 - Adoption of a resolution approving the Cradock Conservation and <br />Redevelopment Plan. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Cradock area has undergone a detailed study for several years by the City's <br />Department of Planning and Zoning. <br />. It has been determined that the area is in significant decay with absentee <br />landlords, deteriorated rental housing, and vacant structures and land, giving way to <br />increased crime and community disinvestment. <br /> <br />Discussion: <br />. The proposed Cradock Plan would designate the entire neighborhood as a <br />Conservation District, thus promoting the proposed Building Quality Standards. <br />. The plan also designates a much smaller redevelopment area that would be <br />targeted for acquisition for the next three years. New Redevelopment Plans will be <br />added in later years, determined on continuing assessments of the entire area. <br />. The proposed Plan will designate as "To Be Acquired," through the 2007 Action <br />Plan, the following three (3) properties: 20 Cushing Street, 50 Cushing Street, and 46 <br />Cushing Street. <br />. The proposed plan would be in compliance with the 2007 Action Plan reflecting <br />acquisition, relocation and demolition of these properties. <br />. By adopting this Resolution, City Council will be authorizing the City to improve <br />and protect the community by eliminating blighting influences and preventing the spread <br />of crime by stabilizing the neighborhood and promoting new homeownership. <br />
