Vision Principle: Neighborhood and Community Transformation. Background: . This action will authorize the City Manager to make application to the U. S. Department of Housing and Urban Development (HUD) for Community Planning and Development funds and to continue our high priority activities to improve neighborhood quality in Portsmouth. Discussion: . The 2007 Action Plan reflects the initiatives proposed for funding through the Community Development Block Grant (CDBG), and the Home Investment Partnerships (HOME) programs for the third year of the five-year period covered by the 2005-2009 Consolidated Plan for Housing and Community Development, which was adopted in 2005. . By adopting these resolutions, City Council will be authorizing the City to allocate its 2007 CDBG, and HOME entitlement grant funding and other resources to this year's selected recipients, in the amounts of $2,755,507, and $898,450, respectively. . This funding is used to assist with opportunities to develop viable communities by providing decent housing and suitable living environments, and by expanding economic opportunities, principally for low- and moderate-income persons in the City of Portsmouth. None Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 2007 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEM ENTS. WHEREAS, pursuant to the Housing and Community Development Act of 1974, as amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, ("Acts"), financial assistance is provided to enable localities to provide decent housing, establish and maintain suitable living environments, and expand economic opportunities for low to moderate income residents; and WHEREAS, each of the community planning and development programs (Community Development Block Grant and HOME) shall be operated on a single consolidated program year; and
